Comrade Nguyen Khac Than holds the position of Secretary of the Nghe An Provincial Party Committee.

On the morning of November 11th, the Nghe An Provincial Party Committee held a conference to announce the Politburo's decision on personnel matters.

Attending the conference were Politburo member, Secretary of the Central Committee of the Party, Head of the Central Organization Department Le Minh Hung; Central Committee member, Standing Deputy Head of the Central Organization Department Hoang Dang Quang; Central Committee member, Secretary of the Hung Yen Provincial Party Committee Nguyen Huu Nghia; Deputy Secretary of the Hanoi City Party Committee Nguyen Duc Trung; Secretary of the Party Committee, Political Commissar of Military Region 4 Major General Doan Xuan Buong; along with members of the Central Inspection Committee, the Standing Committee of the Hung Yen Provincial Party Committee, and leaders of the Hung Yen Provincial People's Committee.

The leaders of Nghe An province included: Nguyen Khac Than - Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; along with other members of the Standing Committee of the Provincial Party Committee and the Provincial Party Executive Committee.

At the conference, Hoang Dang Quang, member of the Central Committee of the Party and Deputy Head of the Standing Committee of the Central Organization Department, announced the Politburo's decision on personnel matters.

The Politburo decided that Comrade Nguyen Khac Than - Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Hung Yen province - would cease participating in the Executive Committee and Standing Committee, and would relinquish his position as Deputy Secretary of the Hung Yen Provincial Party Committee for the 2025-2030 term; and would be transferred and appointed to participate in the Executive Committee and Standing Committee, and hold the position of Secretary of the Nghe An Provincial Party Committee, 20th term, 2025-2030.

Previously, Comrade Nguyen Duc Trung - Secretary of the Nghe An Provincial Party Committee - was transferred and appointed by the Politburo to participate in the Executive Committee and Standing Committee, and to hold the position of Deputy Secretary of the Hanoi City Party Committee, 18th term, 2025-2030; and nominated for election by the Hanoi City People's Council to the position of Chairman of the Hanoi City People's Committee.

At the ceremony, Politburo member, Central Committee Secretary, and Head of the Central Organization Department Le Minh Hung presented the Politburo's decision and offered flowers to congratulate the new Secretary of the Nghe An Provincial Party Committee, Nguyen Khac Than.

Speaking at the ceremony to assign duties to the new Secretary of the Nghe An Provincial Party Committee, Comrade Le Minh Hung - Member of the Political Bureau, Secretary of the Central Committee of the Party, and Head of the Central Organization Department - emphasized that the Political Bureau assessed Comrade Nguyen Khac Than as a capable and experienced cadre in Party building and state management, decisive, deeply involved at the grassroots level, and capable of uniting and consolidating within agencies and units. In all his positions, he has always successfully completed his assigned tasks and made important contributions to the overall achievements of the locality.

The Politburo requests the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, all levels and sectors, and the entire Party organization of Nghe An to continue to promote the spirit of solidarity, unity, sharing, companionship, support, and encouragement of Comrade Nguyen Khac Than in his position as Secretary of the Provincial Party Committee to focus on leading and directing the successful implementation of the Resolution of the 20th Congress of the Nghe An Provincial Party Committee and to further develop Nghe An province in the coming time.

Head of the Central Organizing Committee Le Minh Hung emphasized that Nghe An is the birthplace of President Ho Chi Minh, has an important strategic location, and has been included in a Resolution issued by the Politburo on its construction and development until 2030, with a vision to 2045; along with the National Assembly's decision on a special mechanism to make the province the center of the North Central region.

Looking ahead, Head of the Central Organizing Committee Le Minh Hung requested that the new Secretary of the Nghe An Provincial Party Committee, Nguyen Khac Than, closely follow the Politburo's directives at the 20th Provincial Party Congress, focusing his efforts with the highest determination, and together with his colleagues in the Provincial Party Committee and Standing Committee, lead and direct the implementation of important tasks.

Specifically, it is crucial to promptly disseminate and implement the Action Program of the Provincial Party Committee to quickly put the Congress Resolution into practice. A working regulation should be issued, tasks assigned, and cadres appointed after the Congress, ensuring democracy, objectivity, and adherence to proper procedures, fostering consensus, and promoting unity, innovation, and creativity. Simultaneously, the Resolution of the 20th Provincial Party Congress should be effectively implemented in accordance with the guidance of the Central Committee, the Politburo, and the Secretariat in the new stage of national development.

Immediately implement Conclusion No. 203 dated November 4, 2025, of the Politburo on continuing to focus on implementing tasks and solutions to ensure the highest possible growth target in 2025 and create a solid foundation for sustainable double-digit growth in the coming period.

In summary, Resolution No. 05 dated November 1, 2016, of the 12th Central Committee of the Communist Party of Vietnam highlights Nghe An's growth target of 12% for the coming period. This requires determination, effort, and innovative solutions from the Party Committee and the leadership of the members of the Provincial Party Standing Committee.

Head of the Central Organizing Committee Le Minh Hung also urged the comrades, especially the newly appointed Provincial Party Secretaries, to closely adhere to the conclusions and directives of the Politburo and the Secretariat, particularly the directives of General Secretary To Lam at the 14th Central Committee Conference, regarding important and urgent issues that need to be addressed in the coming period.

This includes continuing to nurture and create an effective and efficient local government system at both levels. Focus on clearly defining and further streamlining the interconnectedness of authority between the three levels, eliminating overlaps, ensuring no responsibilities are left unmet, and maintaining control over decentralization. Strongly shift towards a system of budget allocation and public finance distribution based on results and achieving specific goals for each locality.

Promptly define job positions, implement product-based contracts and mandatory professional training, data management, organize a digital one-stop service, eliminate the "request and grant" mechanism, increase the responsibility of leaders, build a shared data system, and especially urgently complete the placement, transfer, and arrangement of civil servants... Strictly implement the newly issued regulations and conclusions of the Politburo on Party building and organization work.

Head of the Central Organizing Committee Le Minh Hung also requested that comrades in the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee's Executive Board focus on building internal unity and cohesion, promoting exemplary roles, ensuring that words match actions, and that unity is genuine and effective, sharing, accompanying, and supporting each other to successfully complete assigned tasks.

On behalf of the Politburo, Head of the Central Organization Department Le Minh Hung expressed confidence that the Party Committee, government, and people of Nghe An province, under the leadership of Provincial Party Secretary Nguyen Khac Than, will continue to uphold revolutionary traditions, will, and aspirations for development; seize opportunities and build upon the achievements of the Executive Committee, Standing Committee, and previous Secretaries to lead and guide the Party Committee, government, and people of the province to successfully complete assigned tasks, determined to build Nghe An into a prosperous province of the country, a national-level growth pole, and a center of the North Central region.

In his acceptance speech, the new Secretary of the Nghe An Provincial Party Committee, Nguyen Khac Than, expressed his honor and pride in being entrusted with this great responsibility by the Politburo – leading the Nghe An Provincial Party Committee in this new stage of development.

At the same time, I would like to express my sincere gratitude to the Executive Committee, the Standing Committee, and the Standing Board of the Hung Yen Provincial Party Committee; the leaders and former leaders of the province throughout the years; and all cadres, party members, and people of Hung Yen province and Thai Binh province (formerly) - where I worked, was closely associated, and grew up for many years.

Affirming that Hung Yen and Nghe An are two regions sharing a common cultural heritage and a special connection, the Secretary of the Nghe An Provincial Party Committee stated that Hung Yen is the birthplace of Ms. Hoang Thi Loan - the mother of President Ho Chi Minh, the brilliant leader of the nation, and that both are regions rich in revolutionary traditions.

And today, both Hung Yen and Nghe An provinces are making significant strides and rising strongly. In particular, Nghe An province has affirmed its position as a bright spot in economic development.

Emphasizing that Nghe An is a large province with a large population, rich revolutionary traditions, and the birthplace of President Ho Chi Minh, the Secretary of the Nghe An Provincial Party Committee, Nguyen Khac Than, expressed his wish that from today, in addition to his hometown of Hung Yen where he was born and raised, he would like to consider himself a son of the province, in addition to his hometown of Hung Yen. He also pledged to dedicate himself wholeheartedly, strive diligently, and work together wholeheartedly, considering Nghe An his second home.

Seriously heeding the directives and assignments from Politburo member, Central Committee Secretary, and Head of the Central Organization Department Le Minh Hung, in his new position, Nghe An Provincial Party Secretary Nguyen Khac Than pledged to make every effort with the highest responsibility for the overall development of the province; uphold the Party's leadership principles, promote a pioneering and exemplary spirit, and work together with the Provincial Party Committee, Standing Committee, and Executive Committee in unity and solidarity, constantly innovating thinking and leadership style; inheriting and building upon the valuable achievements and experiences of previous generations of leaders, and resolutely achieving the goals and tasks set forth in the Resolution of the 20th Nghe An Provincial Party Congress for the 2025-2030 term.
