Comrade Nguyen Thiep (1894-1932) and his comrades in the Party Committee devoted all their efforts to building the Party in terms of ideology and organization, acting as the nucleus to lead the mass movement.

Nguyen Thiep was born in 1894, into a poor Confucian family in Phu Viet village, Thach Ha district, Ha Tinh province.

As a child, Nguyen Thiep showed himself to be an intelligent boy, eager to learn and with great aspirations. After passing the primary school exam, Nguyen Thiep returned to teach in his hometown to have the opportunity to participate in patriotic activities.

At the end of 1928, Nguyen Thiep was appointed to be in charge of the Tan Viet Grand Organization of Thach Ha district and added to the Executive Committee of the Tan Viet Ha Tinh Provincial Party Committee. After the Tan Viet Party was divided and disbanded, Nguyen Thiep and other communist-leaning party members actively worked to establish the Indochinese Communist Federation.

In March 1930, at the Conference to establish the Communist Party of Vietnam in Ha Tinh province, comrade Nguyen Thiep was elected to the provincial Party Committee, directly in charge of the movement in the southern districts, with the alias Kim Don. Under the active and close guidance of comrade Nguyen Thiep, by July 1930, the districts of Thach Ha, Cam Xuyen, and Ky Anh had built 30 communist cells with more than 100 party members and established provisional district offices. Thanks to that, the revolutionary movement here developed more and more vigorously.

In September 1930, in Phu Viet (Thach Ha), the first Congress of the Ha Tinh Provincial Party Committee was convened. In this congress, comrade Nguyen Thiep was elected as Secretary of the Provincial Party Committee.

Taking on great responsibility, comrade Nguyen Thiep and the Provincial Party Committee put all their efforts into building the Party in terms of ideology and organization, acting as the core leader of the mass movement. He directly went to the districts to direct the Party building work and train and foster core grassroots cadres.

In early 1931, comrade Nguyen Thiep was added to the Central Region Party Committee, with the alias Nguyen Cau, and went to Vinh to work. After working at the Central Region Party Committee for a while, in March 1931, he was assigned to lead the movement in Ha Tinh province.

While Nguyen Thiep, along with his comrades and the people of Ha Tinh, were actively fighting against the enemy's white terror policy and protecting the Soviet government, in May 1931 he was transferred to the Regional Party Committee to consolidate the Regional Party Committee, after Nguyen Phong Sac went to the North to work; he was added to the Central Region Party Committee Standing Committee.

On June 21, 1931, while he was hastily preparing for the Central Region Party Committee Conference, he was captured by the enemy in Vinh. The secret police used all kinds of dangerous torture methods, but they surrendered to his iron will.

Comrade Nguyen Thiep's brave and indomitable example was a great source of encouragement for political prisoners in Vinh prison. In October 1931, the French colonialists sentenced him to 13 years of hard labor and exiled him to Buon Me Thuot prison.

On February 16, 1932, comrade Nguyen Thiep breathed his last in the infinite grief of his political prisoners in Buon Ma Thuot prison.

Comrade Nguyen Thiep's persistent and passionate fighting life and brilliant moral qualities are the pride of the Party Committee and people of Ha Tinh.
