Comrade Thai Van Thanh was elected to the position of Vice Chairman of the People's Committee of Nghe An province.
Comrade Thai Van Thanh, member of the Provincial Party Committee and Director of the Nghe An Department of Education and Training, was elected by the Provincial People's Council to the position of Vice Chairman of the Provincial People's Committee for the 2021-2026 term.
On the morning of December 11th, the 18th Provincial People's Council, term 2021-2026, opened its 35th session (the last regular session of 2025) at the Thanh Vinh Ward Conference Center.
Comrades Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; and Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, presided over and conducted the session.
Attending the meeting were: Comrade Nguyen Van Thong - former Standing Deputy Secretary of the Provincial Party Committee, Provincial People's Council delegate; Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee; and delegates of the Provincial People's Council…

At the meeting, Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - presented a proposal to nominate Comrade Thai Van Thanh - Member of the Provincial Party Committee and Director of the Department of Education and Training - for the election of an additional Vice Chairman of the Nghe An Provincial People's Committee for the 2021-2026 term.

Immediately afterwards, the Provincial People's Council proceeded with the process of electing an additional Vice Chairman of the Provincial People's Committee through a secret ballot. With 60 out of 60 delegates (100%) present voting in favor, the Provincial People's Council unanimously elected Comrade Thai Van Thanh to the position of Vice Chairman of the Provincial People's Committee.

Subsequently, the Nghe An Provincial People's Council passed a Resolution confirming the election results of Mr. Thai Van Thanh as Vice Chairman of the Provincial People's Committee for the 2021-2026 term.

Thus, the leadership of the Nghe An Provincial People's Committee for the 2021-2026 term currently consists of Chairman Vo Trong Hai and five Vice-Chairmen: Bui Thanh An, Nguyen Van De, Hoang Phu Hien, Phung Thanh Vinh, and Thai Van Thanh.
According to the Law on Organization of Local Government, the Government stipulates the framework for the number of Vice Chairmen of the Provincial People's Committee. To implement this regulation, the Government issued Decree No. 300/2025/ND-CP, effective from November 17, 2025, which regulates the framework for the number of Vice Chairmen of the Provincial People's Committee, the number and structure of members of the Provincial People's Committee; and the procedures for approving the results of the election, dismissal, and removal of the Chairman and Vice Chairmen of the Provincial People's Committee.
The Decree stipulates that, for provinces and cities not undergoing administrative unit restructuring (except Hanoi), the number of Vice Chairmen of the Provincial People's Committee shall not exceed 4, depending on the classification of the administrative unit. However, for localities with National Assembly resolutions and documents from competent authorities specifying a different number of Vice Chairmen of the Provincial People's Committee than the provisions of this Decree, the National Assembly resolutions and documents from competent authorities shall be followed.
Nghe An is not a province subject to the reorganization of provincial-level administrative units. According to Resolution No. 137/2024/QH15 dated June 26, 2024, on supplementing the pilot program of some specific mechanisms and policies for the development of Nghe An province, effective from January 1, 2025, the National Assembly allows the People's Committee of Nghe An province to have no more than 5 Vice Chairmen.
Accordingly, the province has been assigned an additional Vice Chairman of the Provincial People's Committee to be in charge of the mountainous region, in order to strengthen leadership and guidance in the socio-economic development of Western Nghe An province, in accordance with the orientation in Resolution No. 39-NQ/TW dated July 18, 2023, of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045.
Also at the working session, the Nghe An Provincial People's Council proceeded to dismiss Mr. Chu The Huyen, a member of the Provincial Party Standing Committee and former Chief Inspector of the province, from his position as a member of the Provincial People's Committee for the 2021-2026 term. This dismissal was carried out after he was transferred, assigned, and appointed by the Provincial Party Standing Committee to the position of Secretary of the Party Committee of Muong Xen commune.
At the same session, the Provincial People's Council elected Mr. Vu Tuan Dung, Chief Inspector of Nghe An province, as an additional member of the Provincial People's Committee for the 2021-2026 term. Previously, according to Decision No. 3958/QD-UBND dated December 5, 2025, the Chairman of the Nghe An Provincial People's Committee transferred and appointed Mr. Vu Tuan Dung, Secretary of the Party Committee and Chairman of the People's Council of Hop Minh commune, to the position of Chief Inspector of the province for a term of 5 years.
The Nghe An Provincial People's Council subsequently passed resolutions confirming the results of the dismissal and supplementary election of members of the Provincial People's Committee for the 2021-2026 term for the aforementioned individuals.
