Comrade To Lam takes the oath of office as President of the Republic.

Continuing the agenda of the 7th Session, on the morning of May 22nd, at the Dien Hong Hall of the National Assembly, under the chairmanship and direction of National Assembly Chairman Tran Thanh Man, the 15th National Assembly proceeded with the process of electing the President of the Socialist Republic of Vietnam for the 2021-2026 term.

Presenting the draft Resolution on the election of the President of the Socialist Republic of Vietnam for the 2021-2026 term, the Secretary General of the National Assembly and Head of the National Assembly Office, Bui Van Cuong, stated that, based on the Constitution, the Law on the Organization of the National Assembly, the Rules of Procedure of the National Assembly Session, the Submission of the Standing Committee of the National Assembly, and the Vote Counting Minutes of May 22, 2024, the Resolution stipulates: Mr. To Lam - Member of the Political Bureau, Minister of Public Security, and Member of the 15th National Assembly - shall hold the position of President of the Socialist Republic of Vietnam for the 2021-2026 term. This Resolution shall take effect from the date of its adoption by the National Assembly.

Next, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly proceeded to vote on the Resolution electing the President of the Socialist Republic of Vietnam for the 2021-2026 term through electronic voting.

The results of the electronic vote show that, with a majority of National Assembly delegates participating in the vote (96.92%), the National Assembly has passed a Resolution electing Mr. To Lam as President of the Socialist Republic of Vietnam for the 2021-2026 term.

According to the Constitution of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, after being elected by the National Assembly, will take the oath of office before the National Assembly.

Newly elected President To Lam took the oath before the National Assembly and the people and voters nationwide: “Under the sacred red flag with a yellow star of the Fatherland, before the National Assembly and the people and voters nationwide, I, President of the Socialist Republic of Vietnam, solemnly swear: To be absolutely loyal to the Fatherland, the People, and the Constitution of the Socialist Republic of Vietnam, and to strive to fulfill the duties entrusted to me by the Party, the State, and the People.”

In his inaugural address, President To Lam respectfully thanked the National Assembly for its trust in electing him and entrusting him with the important responsibility of President of the Socialist Republic of Vietnam; he also respectfully thanked the Central Committee of the Party, General Secretary Nguyen Phu Trong, and other Party and State leaders for their confidence in nominating him to assume this noble responsibility.

The President expressed: "I am deeply aware that this is a great honor and responsibility, and also an opportunity to dedicate all my efforts and intellect, together with the Central Committee, the Politburo, and the Secretariat, to serving the country and the people along the path chosen by our Party and President Ho Chi Minh. I will forever remember and express my boundless gratitude for the contributions of the great President Ho Chi Minh, of our predecessors, and of the millions of heroic martyrs who fought and sacrificed for the independence, sovereignty, unity, and territorial integrity of the Fatherland, for socialism, and for the noble international cause; and for the immense contributions of the people who selflessly worked, created, built, and defended the socialist Vietnamese Fatherland."

Emphasizing that under the wise, skillful, and insightful leadership of the Party, the decisive involvement of the entire political system, the unity and solidarity of the people, and the support and assistance of international friends, our country has never had such a foundation, potential, prestige, and international standing as it does today, Comrade To Lam shared: these are extremely important prerequisites for him to successfully fulfill the responsibilities entrusted to him as President, and on the other hand, they also set higher demands and expectations in the new development phase to create new miracles for the goal of a prosperous people, a strong nation, democracy, fairness, and civilization.

Deeply aware of his immense responsibility to the Party, the State, and the People, the President pledged to seriously and fully fulfill the duties and powers of the President as stipulated in the Constitution; actively carry out domestic and foreign affairs, national defense, and security tasks; together with the entire Party, the entire people, the entire army, and organizations in the political system, to maximize the spirit of "self-reliance, self-confidence, self-sufficiency, self-strength, and national pride"; strive to successfully implement all the Party's policies and guidelines, first and foremost the Resolution of the 13th National Congress of the Party; and strive to successfully achieve the goals of the country's 100 years under the Party's leadership, 100 years since the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, making our country a developed, high-income country, following the socialist orientation.

The President stated that, based on the steadfast application and creative development of Marxism-Leninism, Ho Chi Minh Thought, and the Party's reform line; prioritizing independence, sovereignty, unity, territorial integrity, and national and ethnic interests; and putting the happiness and well-being of the people first, the country will closely coordinate with relevant agencies to effectively implement the tasks of building and perfecting the law; building a socialist rule of law state of Vietnam, of the people, by the people, and for the people in the new era; creating a modern, efficient, advanced, and developed national governance system; a professional, rule-of-law, and modern administration and judiciary; signing international treaties in the name of the State; and caring for the building, consolidation, and promotion of the strength of the great national unity bloc, while simultaneously achieving social progress and equity, and improving the quality of life and happiness of the people. Leading and organizing practical and effective patriotic emulation movements linked to studying and following the ideology, ethics, and style of Ho Chi Minh.

The President pledged: to maintain unity and solidarity within the Central Committee, the Politburo, the Secretariat, and key leaders; to continuously cultivate and refine revolutionary moral qualities; to uphold the responsibility of setting an example; to strive and overcome all difficulties to successfully complete tasks; to continue and inherit the revolutionary achievements already attained; to work together with the entire Party, people, and army to promote the glorious traditions and valuable experiences of our Party and nation; to strongly promote the cultural identity, spirit, and intellect of Vietnam; to strengthen the cohesion between thought and action; and to do our utmost to meet the requirements of the revolutionary cause in the new stage and the trust of the entire Party, people, and army.

The President emphasized that, with the unity between "the Party's will and the people's aspirations," blended with the determination and will of the nation in the cause of building and firmly defending the socialist Vietnamese Fatherland; with the wisdom, courage, and correct, strong, and wise decisions of the Party, and the support of the people, we are confident that our country will increasingly develop and prosper, our people will increasingly enjoy prosperity and happiness, our nation will increasingly thrive and endure, steadily advancing towards socialism, successfully fulfilling the aspirations of the great President Ho Chi Minh and the hopes of the entire nation.
