Comrade Tran Thanh Man was elected Chairman of the National Assembly.

The resolution electing the Speaker of the National Assembly was passed by the National Assembly with 475 out of 475 delegates voting in favor.

Performing the oath-taking ceremony, with his left hand placed on the Constitution and his right hand raised, the new Chairman of the National Assembly, Tran Thanh Man, swore: “Under the sacred red flag with a yellow star of the Fatherland, before the National Assembly and the voters nationwide, I, the Chairman of the National Assembly of the Socialist Republic of Vietnam, solemnly swear: To be absolutely loyal to the Fatherland, to the People, to the Constitution of the Socialist Republic of Vietnam, and to strive to fulfill the duties entrusted to me by the Party, the State, and the People.”

In his inaugural speech, expressing his sincere gratitude to the delegates of the 15th National Assembly for their trust in electing him as Chairman of the National Assembly of the Socialist Republic of Vietnam, Chairman Tran Thanh Man stated that this is a great honor and a great responsibility before the Party, the State, and the People.

National Assembly Chairman Tran Thanh Man expressed his profound respect and boundless gratitude to the great President Ho Chi Minh; and offered his appreciation to the senior leaders, veteran revolutionaries, Vietnamese Heroic Mothers, Heroes of the Armed Forces, Labor Heroes; families of martyrs, wounded soldiers, sick soldiers, and families who have contributed to the country.

At the same time, we express our sincere gratitude for the correct and thorough leadership and guidance of the Central Committee, the Politburo, the Secretariat, and General Secretary Nguyen Phu Trong; we sincerely thank the National Assembly delegates, the people, the voters nationwide, and our compatriots abroad; and the countries, organizations, and individuals who have helped and shared so that Vietnam has never before achieved the foundation, potential, position, and international prestige it enjoys today.

National Assembly Chairman Tran Thanh Man stated: "I have always been deeply aware that, regardless of my position, I must always remain steadfast in the goal of national independence and socialism; creatively apply and develop Marxism-Leninism and Ho Chi Minh Thought; firmly adhere to the Party's reform line; and ensure the highest national interests and the legitimate rights, interests, and aspirations of the people."

Firmly grasp and strictly adhere to the Party's guidelines and policies, and the State's laws and regulations; remain steadfast, consistent, and uphold the Party's working principles and the law in the face of new difficulties and challenges facing the country. Regularly cultivate and improve revolutionary ethics; seriously engage in self-reflection, self-correction, self-criticism, and criticism; be exemplary in ethics and lifestyle in work as well as in personal and family life.

"Proud of the glorious Party, the great President Ho Chi Minh, and the heroic Vietnamese nation; with high expectations for the future development of the country, to meet the requirements and tasks in the new period, I am determined to make the utmost effort and show the highest resolve to work together with the entire Party, the entire people, and the entire army to successfully achieve the goal of building a prosperous and civilized country, where the people are well-off and happy," the new Chairman of the National Assembly stated.

Fulfilling the duties and powers stipulated in the Constitution of the Socialist Republic of Vietnam and the tasks entrusted by the Party, State, and People, National Assembly Chairman Tran Thanh Man pledges to dedicate himself wholeheartedly to serving the Fatherland and the People; together with the National Assembly, the Standing Committee of the National Assembly, the National Assembly's agencies, agencies under the Standing Committee of the National Assembly, and the National Assembly deputies, to continue to innovate and improve the quality and effectiveness of activities in both legislative work, supreme supervision, and decision-making on important national issues; to continue to strengthen the National Assembly's foreign relations alongside the Party's foreign relations, State diplomacy, and people-to-people diplomacy; to promote democracy, solidarity, openness, transparency, and professionalism, contributing to building a truly socialist rule of law state of the People, by the People, and for the People.

On this occasion, National Assembly Chairman Tran Thanh Man expressed his hope that the Central Committee of the Party, the Politburo, the Secretariat, the leaders and former leaders of the Party, State, and Vietnam Fatherland Front; the National Assembly deputies, the National Assembly's agencies, the Standing Committee of the National Assembly, the President, the Government, the Supreme People's Court, the Supreme People's Procuracy, the Vietnam Fatherland Front, political and social organizations, sectors, localities, agencies, units, voters and the people nationwide, our compatriots abroad, intellectuals, international friends, and press agencies would continue to support, accompany, and assist him in successfully fulfilling his duties.

Previously, at the 9th Conference of the 13th Central Committee of the Communist Party of Vietnam, the Central Committee unanimously agreed to nominate Comrade Tran Thanh Man, Member of the Political Bureau and Standing Vice Chairman of the National Assembly, for the 15th National Assembly to elect him as Chairman of the National Assembly.

Article 72 of the 2013 Constitution stipulates: The Chairman of the National Assembly presides over the sessions of the National Assembly; signs and certifies the Constitution, laws, and resolutions of the National Assembly; leads the work of the Standing Committee of the National Assembly; organizes the implementation of the National Assembly's foreign relations; and maintains relations with National Assembly deputies.
