The impetus for acceleration

The issuance of Resolution 39 of the Politburo on July 18, 2023, and Resolution 137 of the National Assembly in 2024 has created important specific mechanisms, paving the way for Nghe An to achieve breakthroughs in socio-economic development during the 2025-2030 term.

Nearly 9 trillion VND was swept away after three major storms, including storms No. 3, No. 5, and No. 10. The year 2025 was perhaps the year Nghe An suffered the most severe damage from natural disasters in the last 20 years.

Difficulties and challenges piled up. The entire political system, the people, and the business community had to devote all their attention and resources to simultaneously implementing the revolution to streamline the administrative apparatus, reorganize and operate the two-tiered local government model, and successfully organize the Party congresses at all levels for the 2025-2030 term. This was a period of both implementing tasks and perfecting mechanisms, with unprecedented intensity and pressure.

In the latter half of the term implementing the Resolution of the 19th Provincial Party Congress, a huge amount of work has been completed. However, there are still targets that have not been met as expected. The GRDP growth rate in 2025 is only 8.44 percent compared to the planned 9 to 10 percent. Foreign investment attraction reached over 1 billion US dollars, still placing the province among the top 10 localities nationwide, but nearly 700 million US dollars lower than in 2024.

Nevertheless, as we enter 2026, the first year of implementing the Resolution of the 20th Provincial Party Congress, Nghe An still maintains its belief and aspiration for breakthroughs, aiming to become a national-level growth pole.

The year 2026 begins with a series of positive signs. The administrative apparatus at all levels is initially operating stably and smoothly, from the province to departments and agencies, 130 communes and wards; from Party and government agencies, the Fatherland Front, mass organizations to the armed forces, the people and businesses.

Entering a new phase of development with new factors, the entire system clearly demonstrates a spirit of creativity, determination, and decisiveness, ready to work together and dare to make breakthroughs to make major decisions and undertake unprecedented actions.

Nghe An province is preparing to expand its maritime presence with the Cua Lo deep-water port project, scheduled for completion by the end of 2025. With a total investment of nearly 9,000 billion VND, the port is capable of receiving vessels up to 200,000 DWT. Once operational, the Cua Lo deep-water port will address long-standing infrastructure bottlenecks, eliminating the need for Nghe An's key products such as steel sheets, white stone, and wood chips to be transported to Nghi Son Port in Thanh Hoa province.

In addition, the National Assembly has approved the construction schedule for the Vinh - Thanh Thuy expressway project, expected to commence in early 2026 and be completed by the end of 2027 with a total investment of 23,000 billion VND. This expressway will open up an important logistics corridor, facilitating the connection of goods from Laos, Thailand, and other Northeast Asian countries to Cua Lo, from where they can be exported to international markets.

Another key project that clearly demonstrates the vision and innovative thinking of the provincial leadership is the decision to approve the investment plan for the Quynh Lap LNG power plant with a total capital of US$2.1 billion, in accordance with the Power Development Plan VIII approved by the Government.

Notably, a special mechanism was implemented at a very rapid pace. The process from seeking the opinion of the Provincial Party Committee to the Provincial People's Council issuing a resolution of approval took only one week. Based on that, departments and agencies simultaneously implemented administrative procedures, land clearance work, and environmental impact assessments, ensuring a complete legal basis for the project to be implemented in a short time. If the normal process had been followed, this process could have taken at least two years.

According to calculations, once operational, the Quynh Lap LNG power plant will supply approximately 1,500 MW annually to the national grid, while contributing over 1 trillion VND annually to the provincial budget. More importantly, a stable power supply will create a crucial foundation for Nghe An to continue expanding its large-scale industrial park development plans.

In reality, the Southeast Economic Zone has become increasingly crowded in recent years. Large industrial parks such as VSIP 1, VSIP 2, WHA, and the Hoang Mai Industrial Park (phases one and two) are all essentially full.

Continuing to expand the planning of industrial zones and clusters, while removing infrastructure bottlenecks such as deep-water seaports, extending the Vinh airport runway by more than 600 meters to accommodate larger aircraft, connecting the North-South expressway, Vinh-Thanh Thuy expressway, coastal road, and future high-speed railway line will create important momentum for Nghe An to become a major goods transshipment center for the whole country and the region.

For four consecutive years, Nghe An has consistently ranked among the top 10 localities attracting the largest amount of foreign investment in the country, with investments exceeding US$1 billion annually. Thanks to its open mechanisms and policies, and the government's commitment to supporting businesses—considering both their difficulties and successes as its own—Nghe An is emerging as an attractive destination for investors.

The development orientation is clearly established. Nghe An does not attract investment at all costs, especially projects that pose a risk of environmental pollution or the exploitation of raw mineral resources. Instead, the province prioritizes attracting investors with high levels of innovation, application of science and technology, aiming to become a center for semiconductor, electronics, clean industries, green economy, and circular economy.

The presence and effective operation of major technology corporations such as Foxconn, Luxshare ICT, Goertek, Everwin, Juteng, and Sunny, with total investments of billions of US dollars, clearly affirms this direction.

Another positive sign is that Nghe An's budget revenue, especially domestic revenue, is growing steadily year after year. By the end of this year, total budget revenue is estimated to reach over 26,500 billion VND, an increase of nearly 147 percent compared to the forecast and over 102 percent compared to 2024, despite the challenging economic conditions.

Given the current growth momentum, the target of achieving 30 trillion VND in budget revenue and double-digit GRDP growth by the end of the 2025-2030 term is entirely feasible.

Following the reorganization of administrative units, Nghe An currently ranks fourth in the country in terms of area, after Lam Dong, Gia Lai, and Dak Lak. The province ranks 13th in population with over 3.8 million people. However, its core potential and advantages remain intact, with diverse economic zones ranging from plains and urban areas to mountainous regions, along with abundant land, mineral, forest, and marine resources, and a large workforce.

Nghe An is a land rich in cultural and revolutionary traditions, with hardworking, creative people who adapt quickly to new trends. Especially as the birthplace of President Ho Chi Minh, Nghe An has always received the attention and support of the Party, the State, and friends both domestically and internationally.

The issuance of Resolution No. 39 of the Politburo on July 18, 2023, and Resolution No. 137 of the National Assembly in 2024 has created important specific mechanisms, paving the way for Nghe An to achieve breakthroughs in socio-economic development during the 2025-2030 term.

The remaining challenge is to concretize these policies with comprehensive, feasible action programs, projects, and plans, along with timely implementation solutions and decisions, avoiding outdated thinking patterns. Most importantly, it requires consensus and concerted efforts within the leadership and throughout society to transform unique advantages and special mechanisms into distinctive development results, commensurate with Nghe An's position in the new era of national development.
