The 14th National Congress of the Communist Party of Vietnam identified a breakthrough in human resources as a key foundation for national development in the new era. Dr. Nguyen Ngoc Hien, Secretary of the Party Committee of Vinh University, provided an in-depth analysis of the significance, requirements, and key solutions for realizing this breakthrough.

Reporter: Doctor, UniversityThe 14th National Congress of the Party, with its many orientations, breakthroughs, and messages, reflects the aspiration for national development in the new era. One of the important breakthroughs is the development of human resources. (Dr.)How should we assess the significance and new requirements of this breakthrough in the next term?

Dr. Nguyen Ngoc Hien:The 14th National Congress of the Party has set many major directions, strategic goals, strong political determination, and a message to convey, not only reflecting a long-term vision and aspiration for progress in the new era, but also affirming the courage, wisdom, and will of the entire Party and people in building a rapidly and sustainably developing Vietnam.

The political report presented to the 14th National Congress clearly demonstrates the strong innovation in the Party's development thinking by clearly identifying three strategic breakthroughs; including "Breakthrough in human resources, especially high-quality human resources linked to science and technology and innovation. Fundamental and comprehensive reform of education and training; linking training with the needs of the labor market; strengthening digital capacity; forming a team of excellent managers, experts, entrepreneurs, scientists, and highly skilled technical workers to meet the requirements of the country's breakthrough development."

The breakthrough in human resources, especially high-quality human resources linked to science, technology, and innovation, has been identified by our Party since the 13th National Congress and is significant for the period 2021-2030. However, the crucial point this time is the requirement to "act strongly, act quickly, and act thoroughly." This shows that our Party is not only stopping at correct policies but is also setting a very high political determination in their implementation.

Based on the Marxist-Leninist perspective that human beings are both the goal and the driving force of development, investing in education and training, science and technology, and human development is an investment in the sustainable future of the country. It is a decisive condition for improving labor productivity, competitiveness, and successfully achieving the goal of rapid and sustainable development in the new era.

Dr. Nguyen Ngoc Hien:First and foremost, it is necessary to continue improving the overall quality of education and fundamentally and comprehensively reforming education and training in the spirit of "standardization, modernization, and socialization," revitalizing Vietnam's education system. There must be a strong shift from a closed education model to an open one, building a learning society with a lifelong learning system, continuous training, and interconnectedness between different levels and fields of study.

For vocational and higher education, training must be closely linked to the needs of the labor market and the process of labor structural transformation, rapidly developing high-quality human resources, especially leading experts. Universities must become centers for training, research, and innovation, strengthening effective links with research institutes and businesses to transfer scientific and technological results into production and business.

Simultaneously, it is crucial to enhance the capacity and efficiency of science and technology, promote application-oriented basic research, develop fields where Vietnam has needs and strengths, foster international integration, and improve mechanisms to encourage innovation and protect intellectual property. These are key solutions for building a highly qualified workforce of managers, scientists, engineers, and technical workers to meet the demands of the country's breakthrough development.

On the other hand, it is necessary to build an innovation ecosystem linked to the comprehensive development of Vietnamese people. This includes perfecting institutions and policies for developing digital and high-quality human resources, especially in the fields of information technology, artificial intelligence, automation, renewable energy, and technology management. Policies on salaries, benefits, working environments, and opportunities for advancement should be attractive enough to attract talented individuals, leading scientists, chief engineers, skilled technicians, and highly skilled technical workers, including Vietnamese people abroad, while simultaneously motivating domestic staff to contribute, innovate, and create.

It must be affirmed that a breakthrough in human resources, especially high-quality human resources linked to science, technology, and innovation, is a crucial strategic breakthrough in Vietnam's new growth model. The effective implementation of this breakthrough will create a foundation for Vietnam to successfully achieve its goal of becoming a developing country with modern industry and a high-middle income by 2030; and to realize its vision of becoming a developed, high-income country by 2045, a peaceful, independent, democratic, prosperous, civilized, and happy socialist Vietnam.

Launchpill: DIn order to implement the orientations, goals, and breakthroughs set forth by the 14th National Congress, how will personnel work, especially the selection and election of the Central Committee, Politburo, and Secretariat for the new term, be addressed, Doctor?

Dr. Nguyen Ngoc Hien:For the orientations, goals, and breakthroughs of the Congress to truly become a vibrant reality in life, the most decisive factor is the team of strategic-level leaders. The Central Committee, the Politburo, and the Secretariat are the leadership centers, where major policies and guidelines are formulated and important decisions of the Party are implemented. Therefore, the quality of the personnel in these bodies is crucial to realizing the country's development goals in the next term and in the long-term vision, especially in realizing the breakthrough in human resources as outlined in the Congress.

Therefore, we are very confident that the 14th National Congress will elect a Central Committee, Politburo, and Secretariat that are truly exemplary in intellect, courage, and morality, possessing innovative thinking, strategic vision, and the courage to think, act, and take responsibility for the common good. These must be individuals who are not only skilled in policy planning but also possess practical organizational capabilities, and have sufficient prestige to unite, lead, and inspire the desire to contribute throughout society.
