The Ho Chi Minh City – Moc Bai expressway project is expected to commence in September 2025.
According to the plan, the Ho Chi Minh City - Moc Bai Expressway Project (Phase 1) is urgently completing preparations to be ready for groundbreaking in September.
The Ho Chi Minh City - Moc Bai Expressway project, spanning 51 km and with a total investment of over 19,600 billion VND, received government approval in August 2024. Phase one of the project is being implemented under the BOT (Build-Operate-Transfer) model, featuring four lanes and an emergency stopping lane.

Phase 1 of this project has a length of 51 km; the starting point connects with Ring Road 3 - Ho Chi Minh City in Cu Chi District (formerly) - Ho Chi Minh City; the end point intersects with National Highway 22 (Km53+850) in Ben Cau District (formerly) - Tay Ninh Province.
The project has been approved by the Government for investment under the public-private partnership (PPP) model (BOT contract). Phase 1 involves the construction of 4 lanes with a design speed of 120 km/hour.
Recently, Ho Chi Minh City added 673 billion VND to its 2025 public investment plan for component 2 of the Ho Chi Minh City - Moc Bai expressway. The project includes access roads, local roads, and overpasses across the expressway, with a total investment of over 2,421 billion VND, entirely funded by the state budget.
According to the plan, construction packages funded by the state budget will commence on September 2, 2025. Following that, construction of component project 1, "Investment in the construction of the Ho Chi Minh City - Moc Bai Expressway Phase 1 (construction packages using PPP capital), will begin in January 2026, with the entire project completed and opened to traffic on December 31, 2027.
The Ho Chi Minh City People's Committee assessed that the Ho Chi Minh City - Moc Bai Expressway Project is being implemented to meet transportation needs, reduce congestion, and ensure traffic safety on National Highway 22. Upon completion and commissioning, the project will be integrated with high-capacity, safe, and high-speed ring roads along the Ho Chi Minh City - Tay Ninh transportation corridor.
This will contribute to the development of the Moc Bai - Ho Chi Minh City - Cai Mep - Thi Vai industrial-urban chain, linked to the Trans-Asian economic corridor, promoting socio-economic development of Ho Chi Minh City and Tay Ninh in particular, and the provinces of the Southeast region in general.
At the same time, the project will create momentum for linkages, promote cooperation and development between the Southeast region and the Mekong Delta, the Central Highlands and the South Central region; increase the competitiveness of the economy in the context of deep integration, gradually complete the road transport network according to the plan; and contribute to ensuring national security and defense.
