Phased investment is a common solution when financial resources are limited: dividing a large project into multiple phases to be implemented according to the available capital each year. However, for projects that only become effective when fully completed, phased investment, without ensuring continuity, is becoming a "bottleneck." This is clearly demonstrated in two projects: the construction of a new Phan Boi Chau High School for the Gifted and the Center for the Preservation and Promotion of Nghe Tinh's Vi and Giam folk songs.
