Restarting the construction project for Phan Boi Chau Specialized High School.
After many years of implementation, the Phan Boi Chau Specialized High School project has still not been completed on schedule. Therefore, in order to bring it into use as soon as possible, construction needs to be accelerated and additional funding needs to be provided in a timely manner as planned.

After a temporary suspension of construction, the new Phan Boi Chau High School for the Gifted project has restarted in mid-2025. On the morning of November 27th, at the construction site, all items belonging to phase 2 of the project were being built simultaneously. These include the student dormitory, the administrative building for teachers, and other items such as the cafeteria, water tank, and surrounding fence…
Sharing about the implementation process, Mr. Tran Long - Deputy Project Commander said: Phase 2 of the new Phan Boi Chau Specialized High School construction project began in June 2025, and at this point, all items are in the rough construction phase, progressing according to schedule. According to the plan, the construction of the items in phase 2 will be completed by early 2027, but we are trying to accelerate the progress so that we can hand it over by mid-2026.
Previously, the project to rebuild Phan Boi Chau Specialized High School was approved by the Provincial People's Committee in 2018 with the goal of developing Phan Boi Chau Specialized High School into a high-quality key school. The new school will be built on a total area of 85,233 m², located in the Nghi Phong and Nghi An communes (formerly Vinh City), now Vinh Loc ward.
Immediately after approval, phase 1 of the project, with an investment of 95 billion VND and managed by the Department of Education and Training, including items such as classroom blocks, functional rooms, and a library, connected by a system of bridge corridors, was completed in 2022.
Immediately after phase 1,day On February 28, 2023, the People's Council of Nghe An province approved Resolution No. 05/NQ-HĐND on the investment policy for the project: New construction.Phan Boi Chau Specialized High School(Phase 2), with a total investment of nearly 101 billion VND, included many items such as: the administrative building, the cafeteria, the student dormitory, and several other items. However, since the project was approved, due to a lack of funds and various other reasons, construction has not been carried out. For a long period, nearly 3 years, the interruption caused some items to deteriorate and become damaged.
Expedite the funding process.
Phan Boi Chau Specialized High School is one of the most successful schools in Nghe An province and ranks among the top schools in terms of quality within the national system of specialized schools. Given its crucial role in developing high-quality education in the province in particular and the North Central region in general, on June 12, 2020, the Prime Minister approved Decision No. 827/QD-TTg on the project to develop Vinh City, Nghe An province, into an economic and cultural center of the North Central region, which includes the project "Building Phan Boi Chau Specialized High School into a key high-quality school" in accordance with the spirit of Resolution No. 26-NQ/TW of the Politburo.
Given its special significance, investing in the construction of a new Phan Boi Chau Specialized High School is truly necessary and appropriate. This is also a long-held aspiration of generations of teachers and students of the school, who wish to have a spacious, modern school with adequate classrooms, functional rooms, sports fields, and training grounds... ensuring that it meets standards, is synchronized, modern, and on par with regional and international levels, fulfilling the requirements for training talented individuals and high-quality human resources in the era of international integration.
Since 2018, due to the implementation of the new Phan Boi Chau Specialized High School project, the repair and upgrading of the old Phan Boi Chau Specialized High School at its current location in Truong Vinh ward has received virtually no investment. After many years of use, many parts of the school have deteriorated and no longer meet the requirements of the new General Education Program.

Due to the aforementioned difficulties, accelerating the construction of the new Phan Boi Chau Specialized High School is extremely urgent. However, to be completed and put into use, the project needs to be completed in all three phases. The most important thing is to ensure sufficient funding is provided in a timely manner to commence construction.
According to information gathered from the Nghe An Provincial Project Management Board for Civil and Industrial Construction Projects, since the beginning of 2025, in accordance with the public investment plan, Nghe An province has allocated an additional 68 billion VND to implement phase 2. The remaining more than 30 billion VND is scheduled to be disbursed in 2026 to ensure sufficient funding for construction.
Regarding phase 3 of the project, the public investment plan will also be in the 2026-2030 period, with a total investment of approximately 290 billion VND. To ensure the project is completed on schedule, the Provincial People's Committee is currently requesting the Management Board of Investment and Construction Projects for Civil and Industrial Works of Nghe An Province to review the project and adjust some items to suit actual requirements.
Speaking with Nghe An Newspaper and Radio & Television, a representative of the project management board also stated: According to the plan, the project will be completed before 2030. However, if funding is secured early, construction can be accelerated and the project can be put into operation ahead of schedule.
