The Le Ninh road upgrade and expansion project still has over 700 meters left unfinished?

Initiated in 2006, the project to upgrade and expand Le Ninh Street in Vinh City (formerly Vinh Hung Ward) remains unfinished. The final 700 meters have yet to be cleared, turning this important road into a traffic bottleneck, causing it to deteriorate, look unsightly, and create frustration for residents.

The road project was approved in 2002 and construction began in 2006, but only about 2.2 out of 2,957 km have been completed to date. The remaining more than 700 meters have not been started due to land clearance issues and funding problems. The project had an initial investment of 23.5 billion VND, starting at the Vinh Railway Station gate and ending at the intersection of Dang Thai Mai Street and National Highway 1A. National Highway 1A and Nguyen Truong To Street are constantly overloaded, forcing many people to choose Le Ninh Street to avoid the traffic jam. According to Mr. Nguyen Van Ngoc, Vice Chairman of the Vinh Hung Ward People's Committee, some households adjacent to National Highway 1A and the old residential area have yet to be relocated due to policy issues, compensation plans, and resettlement locations. Le Ninh Street is a crucial transportation artery connecting to the center of the former Vinh City. Funding issues, policy changes over several phases, and design adjustments have delayed the project beyond expectations. The People's Committee of Nghe An Province has approved adjustments to the capital structure, finalized accounts for completed items, and requested the acceleration of the remaining sections. In January 2025, the Vinh City (former) Investment and Construction Project Management Board selected a contractor to construct the remaining section with a new total investment of over 136 billion VND. The prolonged delay directly impacts traffic, the environment, and the urban landscape.
