Several revisions are expected in the Regulations for the High School Graduation Examination.

The Ministry of Education and Training has released a draft Circular amending and supplementing several articles of the Regulations on the High School Graduation Examination for public consultation.

Some adjustments are included in the draft to ensure consistency with the two-tiered local government management model, the reorganization of provincial-level administrative units, the restructuring of the inspection apparatus, and the continued promotion of information technology application in the examination organization process. In addition, the 2026 High School Graduation Examination will essentially remain the same as in 2025.

Specifically, the draft Circular amends regulations related to inspection and supervision during the examination to ensure consistency with the transfer of education inspection departments at all levels to the Government Inspectorate and provincial inspectorates.

At the same time, some regulations and procedures for organizing the exams were adjusted to be more convenient for the units in the context of reorganizing the two-tiered local government management units and provincial-level administrative units.

Specifically, the exam registration records are kept only at the high school; the exam notification and exam card are combined into a single document called "Exam Notification" and issued by the high school where the candidate submitted their registration. The temporary graduation certificate and the exam results certificate are combined into a single "Exam Results Certificate" and issued by the high school where the candidate submitted their registration.

In addition, the application of information technology continues to be strengthened, contributing to reducing the time for receiving appeals, shortening the time for announcing appeal results, and facilitating the admission process of higher education and vocational education institutions.

The review process has also been adjusted to improve efficiency and quality, stipulating that all exam papers with changed scores after review must undergo a dialogue with the original grader.

Furthermore, the draft Circular continues to emphasize optimizing the application of information technology in exam organization, especially the transmission of data between exam boards and the Ministry of Education and Training through the exam management system, gradually replacing manual processes such as sending CDs via post. This contributes to improving efficiency, increasing processing speed, and ensuring safety and accuracy throughout the entire process of organizing the High School Graduation Examination.
