The Prime Minister urged that the situation where a government-approved draft law is still met with dissenting opinions from representatives of various ministries should not recur.

On the afternoon of December 29, the Government held its regular monthly meeting for December, chaired by Prime Minister Nguyen Xuan Phuc.

This was the last regular government meeting of 2017, taking place immediately after the online government conference with localities on the implementation of socio-economic tasks and the state budget estimate for 2018.

At the meeting, the Government heard a report from the Minister of Justice on the implementation of the program for drafting laws and ordinances, and the issuance of detailed regulations for the implementation of laws and ordinances in 2017; and a summary report on proposals to draft laws amending and supplementing laws related to land, construction, housing, environment, investment and business, specialized inspection, and planning.

After hearing the opinions of the Government members and concluding on the above content, the Prime Minister agreed that the issuance of detailed regulations for laws has been faster than before; the backlog of documents under the authority of the Government and the Prime Minister has been eliminated.

However, according to the Prime Minister, some shortcomings still exist, such as requests for program adjustments, and many draft laws and ordinances not being submitted on time, causing difficulties in the review process. In addition, the "waiting for the rice to cook" situation has decreased but still occurs; some projects, even after being approved by the Government, still have differing opinions from representatives of various ministries during the National Assembly's review process.

"Whatever the Government has already approved, the ministries absolutely cannot have any differing opinions. Even if the Deputy Minister attends the National Assembly's committee meetings, they must share that same voice," the Prime Minister noted, emphasizing that building institutions and laws is difficult, so ministers must directly address this issue, pay more attention to the Legal Department of their respective ministries, and select competent and knowledgeable individuals to handle this work.

"Ministers should reduce their routine duties and focus more on building legal institutions," the government leader emphasized and requested.Ministries need to proactively coordinate with agencies of the National Assembly, including during the process of receiving, revising, and finalizing documents, especially coordinating the revision of projects that have received feedback from the National Assembly.

Creating favorable conditions for the private sector.

Also at the meeting, the Minister of Planning and Investment reported on the preliminary results of the implementation of the Economic Restructuring Plan for the period 2016-2020. Accordingly, the implementation of tasks by ministries and sectors has achieved many positive results.A review of 60 tasks that ministries and sectors needed to implement in 2017 showed that 44 tasks were implemented and had clear results (accounting for 73.3%); 14 tasks were implemented and had initial results (accounting for 23.7%), and only 3 tasks were implemented but had not yet yielded results (accounting for 3.5%).

Looking ahead, the Prime Minister requested that ministries, sectors, and localities continue to focus on implementing the Resolutions of the Central Committee, the National Assembly, and the Government, considering this a key task linked to the reform of the growth model. They must clearly understand the necessity and importance of restructuring, "because indiscriminate investment and spending are very dangerous."

Agreeing with the measures proposed by the Ministry of Planning and Investment, the Prime Minister emphasized the need to perfect the modern and integrated market economy institutions, creating the most favorable business conditions and environment for enterprises, including the private sector.

He also suggested that the Prime Minister's Task Force inspect several ministries, sectors, and localities regarding the implementation of economic restructuring in 2018.

At the meeting, the Government listened to and discussed the draft Law on the Vietnam Coast Guard, the proposal to develop draft laws: the Law on Militia and Self-Defense Forces (amended), the Law on the People's Police (amended), and the proposal to amend and supplement the Law on the Promulgation of Legal Normative Documents 2015.

The Minister of Industry and Trade reported and sought opinions from members of the Government on adjusting some contents of the draft Decree on multi-level marketing business.
