Building on the solid foundation achieved in the previous term, Tien Phong commune embarks on a new phase of development with a spirit of innovation, aspiration for progress, and strong political determination. For the 2025-2030 term, the commune's Party Committee has identified key priorities: enhancing leadership capacity, leveraging the strength of the political system, promoting the application of science and technology, digital transformation, and effectively exploiting local potential; striving to build Tien Phong into one of the leading developed communes in the Northwest border region of Nghe An province.

Tien Phong commune was established by merging two administrative units: Tien Phong commune and Hanh Dich commune (formerly part of Que Phong district). After the merger, the commune has a total natural area of 319.02 km², a population of nearly 14,500 people with 3,174 households, 33 affiliated Party organizations, and 921 Party members. The reorganization of administrative units is not only a change in geographical boundaries but also a turning point to create new momentum in development.
During the 2020-2025 term, the commune's Party Committee directed economic development towards sustainability and suitability to local characteristics. Three key economic zones were established: a tourism-service-trade zone; a rice-growing zone; and a forest planting and indigenous medicinal plant conservation zone. Thanks to the correct orientation, the average annual growth rate of added value (VAT) for the entire commune reached 8.05%, and per capita income is expected to reach 27.59 million VND by 2025. The economic structure has shifted positively towards reducing the proportion of agriculture and gradually increasing industry and services.
The agriculture and forestry sector continues to play a leading role, with a total production value exceeding 205 billion VND. Average per capita food production reached 389 kg/year, with the area of paddy rice maintained at 878 hectares and an average yield of 54.25 quintals/hectare. Forest protection and development are prioritized, with forest cover reaching 81.25%. Valuable medicinal plants such as cardamom, codonopsis, and golden flower tea are encouraged for commercial cultivation. In addition, livestock and aquaculture have seen significant development, contributing to the diversification of income sources for the people.
The small-scale handicraft, construction, and trade-service sectors have seen positive changes. Traditional crafts such as brocade weaving in Dan village and rattan weaving in Phuong Tien 1 and Na Cay villages have been restored and developed, creating jobs and income for many households. The total value of trade and services is expected to reach nearly 99 billion VND by 2025. Community tourism is beginning to take shape and is developing. The Long Thang village community tourism site (Hua Muong cluster) has been recognized as a provincial-level tourist destination, attracting over 5,000 visitors annually, contributing to promoting the local image and creating livelihoods for the people.
The national target program for building new rural areas has achieved many positive results. By 2025, the entire commune will have met 16 out of 19 criteria, with one village achieving the new rural area standard and another expected to meet the standard within the year. Essential infrastructure such as electricity, roads, schools, and health stations have received investment, gradually changing the face of the rural area.
The socio-cultural sector continues to develop steadily. The education sector has seen many positive changes, with 100% of children attending school and improvements in both general and advanced education quality. Currently, 6 out of 7 schools in the commune meet national standards, with Tien Phong 1 Primary School achieving level 2. Healthcare services have been strengthened, with the commune maintaining national standards for healthcare. Expanded immunization programs, disease prevention and control, and primary healthcare services are implemented fully and effectively.
Social welfare policies have been implemented promptly and effectively, targeting the right beneficiaries. The poverty rate has decreased significantly, from 42.78% in 2020 to 32.2% in 2025. During the term, the commune mobilized various resources to support the construction and repair of 419 houses for poor households and those facing housing difficulties. The rate of people participating in health insurance reached 100%, and social insurance reached 17%.
National defense, security, and foreign affairs have been maintained. The militia and commune police forces operate effectively, proactively monitoring the situation, maintaining security and order, and promoting the nationwide movement to protect national security. In particular, the "Drug-Free Commune" model has been implemented decisively and has yielded clear results. Foreign affairs related to national border protection have been maintained through exchanges and joint bilateral patrols with Laos, contributing to building a peaceful and friendly border.
During the past term, Tien Phong commune has also paid special attention to applying science and technology, promoting digital transformation in management, production, and social life. Many models such as medicinal herb cultivation, organic livestock farming, and the use of organic products have brought clear economic benefits. Information technology infrastructure is becoming increasingly modern, actively supporting people in accessing information and public services.
From the practical experience of leadership and guidance during the past term, the Party Committee of Tien Phong commune has drawn many valuable lessons. Among them, the most prominent are building unity and cohesion within the Party and consensus among the people; emphasizing the principle of democratic centralism and promoting the leading role of the people; being flexible in implementation and correctly selecting breakthrough areas; paying attention to building a team of cadres who are strong in expertise and morally upright; and always linking economic development with maintaining national defense and security.

Entering the 2025-2030 term, building on the achievements already made, the Party Committee and people of Tien Phong commune have clearly defined the overall goal: To strengthen the Party and political system to be streamlined, clean, and comprehensively strong; to improve the quality of Party branch activities, promote democracy, strengthen the great unity, preserve and promote the cultural identity of ethnic groups; and at the same time, to effectively exploit local potential and advantages to promote the development of business, services, agriculture and forestry towards commodity production, linked with improving the quality and value of products. Simultaneously, to promote innovation, apply science and technology, implement comprehensive digital transformation; to pay attention to environmental protection, proactively respond to climate change; maintain national defense and security, especially border security, ensure political stability and social order; and gradually improve the material and spiritual lives of the people. The goal is to develop Tien Phong commune into one of the top-performing localities in the Northwest border region of Nghe An province by 2030.
To realize that goal, Tien Phong commune has set 23 key targets in the fields of: economy, culture and society, environment, national defense and security, Party building and the political system. Along with that are 5 groups of key tasks, 3 strategic breakthroughs, and 2 main groups of solutions aimed at concentrating all resources and leveraging combined strengths to create a strong transformation in comprehensive development.

The commune will strengthen the Party's leadership role in planning, training, and recruiting cadres, civil servants, and public employees with political qualities, professional competence, a sense of responsibility, and a desire to contribute, meeting the requirements of the new era.
MondayFocus resources on developing digital infrastructure and promoting the application of digital transformation in leadership and management. The application of information technology will help improve the efficiency of administrative reform, shorten processing times for citizens and businesses, and increase the effectiveness and efficiency of government management. Furthermore, the commune will promote the application of digital technology in production and business, thereby improving the productivity, quality, and competitiveness of agricultural, forestry, and service products in the area.
