(Baonghean) - That's what we thought of when reading the article "Transportation project connecting N5 road in the Southeast Economic Zone to Hoa Son - Do Luong: Delayed due to local obstacles" in the Nghe An Newspaper dated November 7, 2016.

As residents of Nghe An province, we are delighted that the province is urgently implementing key projects considered driving forces for the overall development of the province and the region. However, we find it difficult to understand, even indignant and frustrated, that two households are deliberately delaying the handover of land to the investor to facilitate land clearance for the construction of the N5 road connecting key economic centers of the province.

Specifically, during the land clearance process for the N5 road project connecting the Southeast Economic Zone to Hoa Son - Do Luong, while 227 households had already handed over their land, Mr. Nguyen Van Hai and Mr. Nguyen Van De, both residing in Hamlet 6, Dai Son Commune (Do Luong), deliberately refused to hand over 0.05 km of land to the investor for clearance.

The N5 road section passing through Dai Son commune, Do Luong district, is currently blocked due to a few households not yet handing over the land.

Mr. Nguyen Van Hai owns plot number 61, cadastral map number 02, of land originally reclaimed before 1993, with an affected area of ​​650m2. This is non-agricultural land registered under Mr. Hai's name, yet he is requesting compensation as if it were state-allocated land under Decree 64/CP, proposing a compensation rate of 200 million VND per sao (approximately 1000m2), totaling 260 million VND. He is demanding compensation for non-agricultural land as if it were state-allocated land under Decree 64/CP. This is nothing short of exploiting the need for land clearance to demand compensation for "firewood" and charging exorbitant prices.

As for Mr. Nguyen Van De's household, after the compensation council proposed a support plan of 800 million VND for 200m2, he requested compensation of 1.304 billion VND. His reasoning was: Due to financial difficulties, therefore...

When they bought a 200m2 plot of land for 800 million VND, they had to borrow money at a daily interest rate of 800,000 VND per day at the Ú market, Hamlet 6, Đại Sơn commune; each month they had to pay 24 million VND in "high-interest" payments, totaling 504 million VND over 21 months. And now they are demanding support for both the principal and the "high-interest" payments (?!). These are truly ridiculous reasons. Because, in our opinion, borrowing 100% of the money to buy land with a daily interest payment of 800,000 VND, given Mr. Nguyễn Văn Đề's current family income and the average living standards and per capita income in the area, who would believe this story is true? They demanded both the principal amount for the land purchase and the "high-interest" payments before agreeing to hand over the land for clearance—a truly despicable act of "seeing an opportunity and digging endlessly," "getting more than you deserve"... And they're making these demands based on utterly absurd grounds!

In implementing this project, while 227 households voluntarily and strictly complied with the law in handing over their land, only 2 households deliberately delayed and refused to hand over their land. Do these 2 households consider themselves entitled to live "outside the law"? Legally, this is unacceptable, and the authorities need to take measures to ensure the strictness and fairness of the law. Any ordinary citizen can clearly see that these 2 households, driven by greed and self-interest, have made proposals that are both legally unfounded and ridiculously absurd. They not only disregard the law and fail to comply with the reasonable compensation plan proposed by the land clearance committee, but are also essentially making themselves look like "those who are making a fuss."

From a sense of responsibility and sentiment, as citizens living and working on this land, they cannot shirk their responsibility to the common development. A delay in handing over 0.05km for land clearance means a delay in the overall construction progress of the road, causing significant economic losses and affecting the locality's reputation in attracting investment and creating favorable conditions for investors to operate.

The N5 route is basically complete.

It is known that in just the past 5 years, throughout Nghe An province, in the movement of people donating land for road construction, 5,658,749 square meters of land (equivalent to 1,665.7 billion VND) have been voluntarily donated by people to their villages, communities, and society. They have done this for the benefit of the country and the people without giving a second thought to receiving a single penny in return. Some households, like that of Mrs. Lang Thi La in Duong Le hamlet, Nghia Dung commune (Tan Ky district), have voluntarily donated 5,000 square meters of land. Mrs. Lang Thi La is the mother of martyr Ha Van Sy, who sacrificed his life in the resistance war against the US to save the country. For the sake of the Fatherland, she was ready to sacrifice her son. After the country gained independence, to ensure children could easily go to school, farmers could easily travel to their fields, and everyone could easily move around, she donated 5,000 square meters of land for the construction of new rural roads. How do Mr. Nguyen Van De and Mr. Nguyen Van Hai feel when they think about these actions?

Our homeland and country enjoy peace, and our society is constantly striving to become better and more civilized, thanks to the sacrifices and contributions of people like Mrs. Lang Thi La, her children, and tens of thousands, even millions, of individuals and hearts working together to build and develop our homeland. They know how to harmonize their personal interests with the common good, placing the interests of the nation, the people, and their homeland above their own personal and family interests. Therefore, regarding the actions and demands of households like those of Mr. Nguyen Van De and Mr. Nguyen Van Hai in Hamlet 6, Dai Son Commune (Do Luong District), are they perhaps deliberately going against the fine traditions of this revolutionary land, denying the common contributions of the people simply because of narrow-minded thinking and selfish self-interest? Certainly, if the two households continue to deliberately delay complying with the land clearance council's support plan to hand over the land for project construction, their demands will not only be rejected but also condemned by the community, and they will face the need to resolve the issues in accordance with the law.

Therefore, as citizens, we believe that the two households mentioned above should promptly accept the compensation plan offered by the land clearance compensation council, for the sake of "benefiting the nation and its people," not "self-interest at the expense of the community"!
