As people living in Nghe An, the more we are happy that our province is urgently implementing key projects that are considered the driving force to promote the general development of the province and the region, the more we find it difficult to understand, even indignant and frustrated, that there are 2 households deliberately delaying and not handing over the site to the investor to facilitate the site clearance for the construction of N5 road connecting the province's key economic centers.

Specifically, during the process of site clearance for the traffic project connecting N5 Road from the Southeast Economic Zone to Hoa Son - Do Luong, while 227 households had completed handing over the site for the project, Mr. Nguyen Van Hai's household and Mr. Nguyen Van De's household, both in Hamlet 6, Dai Son Commune (Do Luong), deliberately refused to hand over 0.05 km to the investor for clearance.

Route N5 through Dai Son commune - Do Luong is currently congested because some households have not yet handed over the land.

Mr. Nguyen Van Hai has land plot No. 61, measurement extract No. 02, which was reclaimed and affected 650m2 before 1993, is non-agricultural land in Mr. Hai's name, but he requested to be supported as land allocated by the State according to Decree 64/CP and requested a support level of 200 million VND/sao, the total amount of support Mr. Hai requested was 260 million VND. Non-agricultural land but he made a request to be supported as land allocated by the State according to Decree 64/CP. It is no different than taking advantage of the need for clearance to demand the delivery of "firewood" and charge "cinnamon" for it.

As for Mr. Nguyen Van De's household, after the compensation council proposed a support plan of 800 million VND for 200 square meters, this household requested to be compensated 1 billion 304 million VND. The reason this household gave was: Due to difficulties,

When they went to buy a 200m2 plot of land for 800 million VND, they had to borrow money with daily interest at U market, hamlet 6, Dai Son commune, which was 800,000 VND/day; each month they had to pay "hot interest" up to 24 million VND, in 21 months they paid up to 504 million VND. And now they are asking for support for both the principal and "hot interest" (?!). What ridiculous reasons. Because in our opinion, borrowing 100% of the money to buy land with daily interest payments of 800,000 VND, with the current income of Mr. Nguyen Van De's family, with the standard of living and average income per capita in the area, who would believe this story is true? Requesting support for both the principal amount of land purchase and the "hot interest" before handing over the land for site clearance is truly like "seeing the ocean and digging forever", "seeking the elephant and asking for the moon"... And they keep asking for it with very unreasonable grounds!

Implementing this project, while 227 households voluntarily and seriously complied with the legal regulations on handing over the land, only 2 households deliberately delayed and refused to hand over the land. So, do these 2 households give themselves the right to live "outside the law"? In theory, that is unacceptable and the authorities need to take measures to ensure the strictness and fairness of the law. Any ordinary citizen can clearly see that these 2 households, because of greed and greed, made suggestions that were both legally baseless and ridiculously naive. Not only did they not respect the law and did not comply with the reasonable plan proposed by the compensation and site clearance council, but they also turned themselves into "blackmailers".

In terms of responsibility and sentiment, they are citizens living and working on this land, so they cannot be irresponsible with the common development cause. Delaying the handover of 0.05km for site clearance means slowing down the overall construction progress of the road, causing great economic losses, and at the same time affecting the reputation of the locality in attracting investment and creating conditions for investors to operate.

The N5 route is basically completed.

It is known that in just the past 5 years, in the whole Nghe An province, in the movement of people donating land to build roads, 5,658,749m2 of land (equivalent to 1,665.7 billion VND) has been voluntarily donated by people to their villages, communities, and society. They did it for the benefit of the country and the people without thinking about earning a single penny. There are households like Mrs. Lang Thi La's household in Duong Le hamlet, Nghia Dung commune (Tan Ky) who voluntarily donated 5,000m2 of land. Mrs. Lang Thi La is the mother of martyr Ha Van Sy who sacrificed his life in the resistance war against the US to save the country. For the sake of the Fatherland, she was willing to sacrifice her son when the country was independent, so that children could go to school easily, farmers could travel easily to work in the fields, and people could travel easily. She donated 5,000m2 of land to build new rural roads. When thinking about these actions, how do the households of Mr. Nguyen Van De and Nguyen Van Hai feel?

The homeland and country are at peace, our society is always striving to become better and more civilized, thanks to the sacrifices and contributions of people like Mrs. Lang Thi La, her children, and tens of thousands, millions of people, hearts who are joining hands and contributing to build the homeland and the country. They know how to combine personal interests with common interests, put the interests of the Fatherland, of the people, of the homeland above the interests of the individual and the family. So, with the actions and demands of households like Mr. Nguyen Van De and Nguyen Van Hai in Hamlet 6, Dai Son Commune (Do Luong), are they trying to go against the good traditions of the revolutionary land, denying the common contributions of the people just because of their narrow-minded thinking and selfish interests? Certainly, if they continue to deliberately delay implementing the support plan of the site clearance council to hand over the construction site for the project, the demands of the two households mentioned above will not only not be accepted, but will also be condemned by the community, and at the same time, the problems will have to be resolved in accordance with the provisions of the law.

Therefore, as citizens, we think the above two households should soon accept the compensation and site clearance council's support plan, for the purpose of "benefiting the country and the people", not "benefiting oneself at the expense of the community"!
