Accordingly, at approximately 3 PM on June 24th, while working at the office, Vo Yen Manh, a forest ranger at Hoa Quan Forest Ranger Station (located in Hamlet 11, Thanh Huong Commune, Thanh Chuong District), was attacked by Hoang Van Dung (a resident of the hamlet) who struck him directly in the face with a sickle.

Mr. Manh used his hand to block the attack, causing the sickle to strike his mouth and right hand, resulting in injuries. The victim was then given first aid at the Thanh Huong Commune Health Station before being transferred to Thanh Chuong District General Hospital. Later that evening, the victim was transferred to the Provincial General Hospital.
According to Mr. Hoang Van Sy, an officer at the Hoa Quan Forest Ranger Station and a witness to the incident, there had been an argument between Mr. Dung and Mr. Manh. A few minutes later, Mr. Dung came from his house through the back door into the station (Mr. Dung's house is next to the forest ranger station), carrying a sickle. After a few words of conversation, Mr. Dung swung the sickle and struck Mr. Manh. The incident happened so suddenly that no one had time to intervene.
Immediately after the incident, forest rangers took Mr. Mạnh to the hospital for emergency treatment and reported the incident to their superiors and the Thanh Hương commune police, as well as the Thanh Chương district police. Shortly afterward, police arrived at the scene and took statements from all parties involved to investigate the cause of the incident.
