The brother-in-law of the commune secretary was "divided" 2 portions to build charity houses.
The case of the brother-in-law of the Party Secretary of Hau My Bac A commune (Cai Be, Tien Giang) receiving 2 grants to build charity houses has caused public outrage.
The Party Secretary's brother-in-law received two charity houses at the same time.
Following the people's reflection, the reporter went to My Chanh 4 hamlet (Hau My Bac A commune, Cai Be district, Tien Giang province) to learn about the house of an official who was privileged to receive 2 charity house construction grants at the same time. Accordingly, the house of Mr. Ngo Tan Si - an official of Hau My Bac A commune Radio Station (Mr. Si is the brother-in-law of Mr. Au Van Be Tam, Secretary of Hau My Bac A commune Party Committee - PV) was built quite neatly compared to the surrounding houses with a corrugated iron roof, floor, walls, and columns all covered with ceramic tiles. The special thing is that this is a charity house but there is no signboard, looking at it, no one would think that this is a charity house supported for poor households.

The charity house of Mr. Si's family, an official of the People's Committee of Hau My Bac A commune. |
Mr. Le Van Tho, whose dilapidated house is next to Mr. Si’s, said: “I recently got sick, so I sold my house, 5.2 meters wide and over 30 meters long, to Mr. Si for 70 million VND. After that, Mr. Si built a brick house and became my family’s neighbor. Every day, Mr. Si goes to work and his wife also sells bread at the market, so the house is closed all the time.”
According to Mr. Tho, his wife was invited to the inauguration ceremony twice, about 10 days apart, after the house was completed. Meanwhile, his house was quite dilapidated with rotten wooden walls in the front and damaged pillars, but he had long wanted to receive support to repair and build a charity house, but could not because he did not have a poor household registration book.

Mr. Si received two house handover decisions more than 10 days apart. |
Through investigation, it was found that Mr. Si's house received 2 decisions to hand over charity houses at the same time and more than 10 days apart. Accordingly, on May 25, 2016, Mr. Le Minh Hung - Vice Chairman of the Tien Giang Provincial Labor Federation signed the decision to hand over the "Union Warm House" house to Union member Ngo Tan Si - Officer of Hau My Bac A Radio Station, Cai Be District, Tien Giang Province; the house has an area of 76 m2, worth 72 million VND. The funding source was supported by the "Union Warm House Fund" of the province of 25 million VND, the rest was contributed by the family.
On June 9, 2016, Mr. Le Van Dung - Chairman of Hau My Bac A Commune People's Committee signed a decision to hand over the charity house to Mr. Si's family with a construction cost of 90 million VND, sponsored by Vinh Long Provincial Radio and Television Station with 40 million VND, the rest was contributed by the family.
Knowing it's wrong but the staff is too miserable!
Mr. Le Van Dung - Chairman of Hau My Bac A Commune People's Committee admitted that Mr. Si is an official of the Commune People's Committee and also the brother-in-law of Hau My Bac A Commune Party Secretary, Mr. Au Van Be Tam.
Talking about the construction of this charity house, Mr. Dung said: “Previously, Mr. Si was a poor household without land, so he had to build a temporary house right next to the hospital. Seeing the difficult circumstances of his family, the Commune People's Committee mobilized the construction of a charity house, but Mr. Si did not have land.
After that, Mr. Si’s family members pooled together to buy a piece of land for Mr. Si to build a house. When the foundation was ready, the Provincial Labor Federation sponsored the construction of the “Union Shelter” with 25 million VND. After that, Cai Be District Radio Station saw that it was too difficult, so they asked for an additional 40 million VND from Vinh Long Television Station to continue building this house. The family also contributed a little more to complete the construction.

Mr. Tho's house is quite dilapidated next door. He wants support to repair and build a house but is not a poor household. |
Mr. Dung affirmed that this action was against the regulations, but because he saw his cadres suffering, he gave them preferential treatment so they could have a house. At the same time, there was no story that Mr. Si was the brother-in-law of the Party Secretary of the commune, so he was given such preferential treatment.
According to Mr. Si, the house foundation was bought for 70 million VND, which was lent by his family members. When building, 2 sources sponsored 65 million VND, the family spent an additional 110 million VND to build the complete house.
In Hau My Bac A commune, there are still 194 poor households with housing difficulties who are still waiting for support to build charity houses. Meanwhile, the house of a commune People's Committee official who is the brother-in-law of the commune Party Secretary was given preferential treatment to simultaneously receive 2 charity house construction grants, causing public opinion among local officials and people to be extremely indignant.
