To avoid detection by the police and the public, Sy and Thai bought two sets of commune police uniforms and then went dog stealing.

Colonel Ha Van Chi, Head of the Criminal Police Department of Vinh Phuc Provincial Police, said that through patrol and undercover operations, the unit recently discovered and caught red-handed two drug addicts impersonating commune police officers to steal dogs in Tam Dao district. The suspects are Duong Van Sy (26 years old, residing in Tam Dao district) and Nguyen Van Thai (34 years old, residing in Tam Duong district).

At the police station, the two suspects confessed that they were both drug addicts and had previous criminal records. To avoid detection by the police and the public, they had purchased two sets of commune police uniforms in Hanoi.

In the early morning of November 24th, Thai and Sy, dressed in commune police uniforms, rode a motorcycle with license plate 88E1 - 067.37, carrying a noose with an electric shock device, a sack of snake carcasses, and a machete, to Tam Quan commune, Tam Dao district, to steal a 14.5kg dog. They were discovered and arrested by the police.

Over nearly two years of implementing the project to combat, prevent, and deter dog and pet theft in the province, the Vinh Phuc Provincial Police have investigated and handled 50 cases involving nearly 100 individuals related to this type of crime.
