Nearly 4,000 civil servants and public employees have been reassigned to the commune level.

The Minister of Home Affairs stated that the total number of officials, civil servants, and public employees who have been seconded, assigned, or appointed to commune-level positions in various localities has reached nearly 4,000.

Nearly 4,000 civil servants and public employees have been transferred to the commune level, increasing the capacity of local authorities.

At the regular Government meeting in November, held on the morning of December 6th, during the assessment of the operation of the two-tiered local government model, Minister of Home Affairs Do Thanh Binh stated that from June 1st to December 3rd, the Government had issued more than 170 legal documents and guiding documents related to the implementation of the two-tiered local government model.

In November, the Government issued Resolution No. 374 approving support of 2,615 billion VND for 27 localities (phase 2) to repair and upgrade headquarters, and purchase equipment and working facilities for commune-level administrative units to serve the implementation of the two-tiered local government model.

Simultaneously, the Government Steering Committee and relevant ministries and agencies have promptly issued guiding documents, organized training sessions, and resolved difficulties at the local level, ensuring that the two-tiered local government model operates uniformly and synchronously.

Regarding organizational structure, according to Minister Do Thanh Binh, localities have basically completed the full staffing of leadership positions in the People's Committees and People's Councils; only 5 localities still lack staff and are urgently supplementing and consolidating them; 466 specialized agencies at the provincial level and 9,916 specialized departments at the commune level have become operational.

The review, placement, and arrangement of officials and civil servants at the commune level to meet task requirements has been a focus of many localities and has yielded positive results. To date, the total number of officials, civil servants, and public employees transferred, seconded, received, and assigned to commune-level positions in various localities has reached nearly 4,000. Some localities have implemented this on a large scale, such as Hanoi, An Giang, Can Tho, Bac Ninh, and Phu Tho… Hanoi alone accounts for approximately 1,200 officials. Localities have also intensified training and skill development to ensure that officials are closely aligned with practical realities and can promptly address emerging issues at the grassroots level.

Regarding finance, budget, headquarters, public assets, and the allocation of official housing, according to a report from the Ministry of Finance, 178 commune-level units in 4 provinces that lacked equipment have now been fully equipped. 100% of commune-level units have opened treasury accounts and have been equipped with machinery to support their work.

In public asset management, 17,496 properties (houses and land) have been processed; 9,056 are still being processed. Only 89 communes (2.68%) in 3 provinces still lack official vehicles; currently, these localities have allocated funds for purchasing them. Localities are also actively allocating official housing according to actual needs.

Despite achieving many positive results, Minister Do Thanh Binh also acknowledged that the two-tiered government model still faces numerous challenges.

Regarding institutions and policies, 355 tasks still require guidance documents, and 10 tasks require adjustments to authority. Some provisions in the regulations are not yet consistent with the two-tiered local government model, such as: operating licenses for medical examination and treatment at health stations after reorganization; reorganization of the organizational structure of the Management Board of industrial parks and economic zones at the provincial level; public service units under the provincial People's Committee; authority to recruit civil servants in the education sector at commune-level public service units; and penalties for administrative violations in the field of belief and religion.

Regarding administrative procedures, according to a report from the Government Office, to date, 29 administrative procedures and citizen documents related to population management and 42 administrative procedures related to criminal record certificates still do not meet requirements and need further reduction and simplification. Many administrative procedures still have regulations that are not suitable for the full implementation of online public services... In addition, the database system is not yet synchronized; although significant progress has been made in coverage and electricity supply, the progress remains slow.

Be bold in replacing underperforming officials.

To ensure the effective operation of the two-tiered local government model, the Minister of Home Affairs requested ministries and agencies to promptly resolve obstacles in accordance with the Central Committee's conclusions and the Government's Steering Committee's requirements. Specifically, ministries and agencies should urgently issue guiding documents for the implementation of 355 tasks; develop plans to propose adjustments to authority, and outline amendments and additions to existing laws, decrees, and legal documents...

The Minister of Home Affairs also proposed accelerating the reduction and simplification of administrative procedures in accordance with Resolution 66/NQ-CP; applying information technology and digital transformation in management and operation, ensuring data interoperability between national and local systems.

Local authorities are urgently consolidating the agricultural extension apparatus and land registration offices according to the two-tiered government model; reassigning officials to the commune level, establishing public service units to provide comprehensive services; continuing to improve the organizational structure, arranging and assigning sufficient commune-level officials to meet the requirements and assigned tasks; and boldly replacing officials who are not performing well.

Pay attention to and provide adequate conditions regarding transmission lines and connection signals; complete the digital infrastructure, digital platforms, and digital data to ensure seamless connectivity between central and commune-level government levels...

Based on reports from 30 out of 34 localities and opinions from all 12 ministries, the Ministry of Interior has reported to the Prime Minister on the localities' opinions regarding the feasibility assessment of 949 tasks that have been decentralized from the central government to local governments. Accordingly, 584 out of 949 tasks (61.54%) are deemed feasible for implementation; 355 out of 949 tasks (37.41%) require the issuance of legal regulations or guiding documents; and 10 out of 949 tasks (1.05%) require adjustments to the authority between the central and local governments or between different levels of local government.
From July 1st to November 30th, 34 localities received 21.8 million administrative procedure applications, an increase of 5.9 million compared to the previous month, of which 18.4 million were submitted online. The commune level alone received 13.4 million online applications. The rate of administrative procedure applications processed on time or ahead of schedule, based on the number of synchronized applications across localities, reached 92.78%.
As of December 1st, the whole country had covered 47 out of 129 villages with no electricity coverage, an increase of 11 villages compared to the previous month. However, 82 villages still lack electricity, many of which are located deep in protected forests or high mountainous areas, where construction conditions are difficult and they are frequently affected by natural disasters...
