Is it against the law to attach license plates under the seat of a motorcycle or scooter?
Mounting license plates under the seat or at an angle is a popular cosmetic trend on motorcycles and scooters, but it's illegal and can result in fines.
On some sporty motorcycle and scooter models in Vietnam, users are increasingly opting to install license plates that fit under the seat or are positioned higher up to enhance the vehicle's aesthetics.
A question that many car enthusiasts wonder about is whether this is a violation of the law and what the potential consequences are.
The method of installing license plates under the seat or at an angle was initially used by bikers on large-displacement motorcycles, stemming from the removal of the rear fender, in order to enhance the sporty look of the bike.
However, road users are not yet fully aware of the harmful effects of installing license plates under the vehicle or at an excessively high angle. At the same time, the law lacks specific regulations on how license plates should be installed on motorcycles. This creates inadequacies and loopholes in the control of vehicles participating in traffic.

Lawyer Nguyen Anh Thom, head of Nguyen Anh Law Office, Hanoi Bar Association, stated: "Based on Article 17 of Decree 46/2013/ND-CP regulating administrative penalties in the field of road and rail traffic, penalties are imposed on drivers of motorcycles, mopeds (including electric motorcycles), and similar vehicles who violate regulations on vehicle conditions when participating in traffic. A fine of 80,000 to 100,000 VND will be imposed for one of the following violations:
a) Driving a vehicle without a horn; license plate light; brake lights; left rearview mirror, or with these but they are not functioning;
b) Driving a vehicle with an improperly displayed license plate; a license plate with illegible letters or numbers; a license plate that is bent, obscured, or damaged;
c) Driving a vehicle without turn signals, or with turn signals that are not functioning.
License plates mounted under the vehicle or raised too high restrict visibility, making control difficult. Therefore, drivers of motorcycles, mopeds, or similar vehicles with license plates mounted under the vehicle or raised too high will still be fined from 80,000 to 100,000 VND according to point b, clause 1, Article 17.

Mounting license plates under the vehicle or at an excessively high position is a violation of the law. It makes it difficult for authorities to monitor vehicles on the road.
Although the purpose may be to enhance the aesthetics and personality of their vehicles, road users should be aware of and thoroughly understand the legal regulations regarding license plate installation. License plates should be installed according to the manufacturer's specifications and design, and should not be altered or removed without authorization.
