Urgently finalize the plan for restructuring and streamlining the Nghe An Trade Union apparatus.

On the afternoon of June 2nd, the Nghe An Provincial Federation of Labor Unions held a conference to present to the Standing Committee for their opinion on the draft plan to terminate the activities of the Labor Federations of districts, cities, and towns; the Trade Unions of the Provincial Party Committees, the Provincial People's Committee, the Education Sector Trade Union, the Southeast Economic Zone Trade Union, and the grassroots trade unions of administrative agencies and public service units receiving 100% of their salaries from the State budget in the province.

The project is built on the basis of resolutions on reforming the organization and operation of the Vietnam Trade Union in the new situation, overcoming shortcomings, existing problems, and limitations in the organizational structure and operation of trade unions at all levels; ensuring implementation in accordance with the Party's and General's policies.Labor UnionVietnam is reorganizing its administrative apparatus towards a streamlined, effective, and efficient structure that meets the demands of its tasks.

The project will be completed and reported before June 10, 2025. The operation of grassroots trade unions in agencies and public service units receiving 100% state budget salaries will be terminated, and all grassroots trade unions not subject to termination will be transferred to the Provincial Federation of Labor no later than June 20, 2025. The operation of district, city, and town federations of labor, provincial Party agencies' trade unions, the Provincial People's Committee's trade union, the Education sector's trade union, and the Southeast Economic Zone's trade union will be terminated no later than June 25, 2025.

After completing the restructuring, the Nghe An Provincial Federation of Labor expects to significantly reduce the number of higher-level trade unions directly above the grassroots level, grassroots trade unions, and union members, while also reducing expenses and membership fees.

Regarding personnel matters, full-time officials at district, city, and town-level Labor Federations will be assigned to work in communes and wards according to the Provincial Party Committee's guidelines. Those wishing to retire early will have their retirement benefits processed according to regulations. Full-time trade union officials at the sectoral level will be reassigned and assigned to work according to the plan for restructuring and streamlining the Vietnam Fatherland Front, political and social organizations, and mass associations assigned by the Party and State at the provincial and commune levels.

At the conference, the Standing Committee of the Provincial Federation of Labor Unions offered many insightful and high-quality suggestions for the content of the Project, aiming to build a strong trade union organization that meets the requirements of the tasks in the new situation.

Concluding the conference, Comrade Kha Van Tam - Chairman of the Provincial Labor Union - requested that units continue to review and update data from grassroots trade unions; the staff at all levels will be specifically arranged according to the directives of the competent authority; and specific guidance will be provided regarding finance and assets... The project will continue to be finalized to ensure its implementation before June 11, 2025.

The Nghe An Provincial Federation of Labor will direct relevant departments to advise, develop, implement, and execute the Project, including the handover process.grassroots trade unionThis includes finances, assets, documents, seals, and propaganda and ideological work. Lower-level trade union units are also required to proactively coordinate to ensure a smooth handover.
