Pretending to be a recruitment officer to trick people into buying and selling people to Laos and Myanmar

On July 1, the Investigation Police Agency of Dien Bien Province issued a decision to prosecute the case, prosecute the accused and temporarily detain 3 subjects for the act of "human trafficking".

The arrested subjects are Tong Duc Ngoc (born 2003), residing in Muong Nha commune, Nong Van Su (born 1995), residing in Thanh Nua commune, Dien Bien province and Phan Hoang Tuan Anh (born 2001), residing in Dinh Quan commune, Dong Nai province.

Previously, through intelligence work, Dien Bien Provincial Police discovered that from the end of 2023 to June 2025, Tong Duc Ngoc colluded with Nong Van Su and Phan Hoang Tuan Anh to lure and bring 9 people in the communes of Na Tong, Muong Nha, Phu Luong, Dien Bien province to Laos and Myanmar.

However, the victims were not allowed to work as offered but were forced to do online fraud, had their documents and phones held, lived in a cramped space, had someone watch over them and followed their instructions for the duration or had to pay a ransom of tens of millions of dong to be allowed to go home.

Determining the seriousness of the incident, Dien Bien Provincial Police coordinated with the Criminal Police Department, Ministry of Public Security to establish a special project to fight.

Through professional measures, the Task Force has collected sufficient documents and evidence of the crimes of the subjects. On June 28, the three subjects were summoned to the Dien Bien Provincial Police for questioning. At the police station, the subjects kept denying their crimes. However, faced with undeniable evidence, the subjects admitted their crimes.

Tong Van Ngoc used tricks to promote himself by working abroad, as a recruitment officer for companies, sending people to Laos and Myanmar to do light work, high salary, sales, online sales, with a monthly salary of 25 million VND and no paperwork, procedures, or travel costs.

Nong Van Su and Phan Hoang Tuan Anh took care of the paperwork and picked up the victims to the other side of the border. When they successfully brought the victims to work, the scammers were paid 35 million VND/victim by the companies in the Golden Triangle Economic Zone, Laos; the companies in Myanmar paid 3.5 million VND/victim plus the monthly salary the victims received. To date, the total amount that Tong Van Ngoc has received is nearly 200 million VND.
