According to initial information, at around 2:00 a.m. on December 23, on National Highway 1, through Hamlet 5, Ham Duc Commune, Ham Thuan Bac District (Binh Thuan), Mr. Huynh Nhu Y (32 years old, residing in Hong Son Commune) was riding a SH 86B4-232.68 in the direction of Phan Thiet to Hong Son. When Mr. Y arrived at the above-mentioned area, suddenly from behind a motorbike carrying two young men overtook and blocked the way.
These two people claimed to be police officers and asked Mr. Y to let them check his papers. When Mr. Y became alert and asked to see his papers proving he was a police officer, the young man sitting behind him suddenly got off and used an electric baton to shock Mr. Y, causing him to fall.

Knowing he was being robbed, Mr. Y shouted and fought back but was electrocuted until he was paralyzed. A young man stole Mr. Y's SH motorbike and started the engine to go back to Phan Thiet City while his accomplice drove the motorbike in the opposite direction.
After waking up, Mr. Y shouted for help and was taken by nearby people to Ham Duc Commune Police to report.
