According to initial information, at approximately 2:00 AM on December 23rd, on National Highway 1, in the area of ​​Hamlet 5, Ham Duc Commune, Ham Thuan Bac District (Binh Thuan Province), Mr. Huynh Nhu Y (32 years old, residing in Hong Son Commune) was riding his SH motorbike (license plate 86B4-232.68) in the direction from Phan Thiet to Hong Son. When Mr. Y reached the aforementioned area, a motorbike carrying two young men suddenly overtook him from behind and blocked his path.

These two men, claiming to be police officers, asked Mr. Ý to show their identification. When Mr. Ý became suspicious and asked to see their police ID, the young man sitting in the back seat suddenly got off and used a stun gun to shock Mr. Ý, causing him to fall.

Realizing he was being robbed, Mr. Ý shouted and fought back, but was electrocuted and paralyzed. One of the robbers then stole Mr. Ý's SH motorbike, started the engine, and sped away in the opposite direction towards Phan Thiết city, while his accomplice drove in the opposite direction on another motorbike.

After regaining consciousness, Mr. Ý shouted for help and was taken by nearby residents to the Hàm Đức commune police station to file a report.
