Impersonating leaders to swindle hundreds of millions of dong.

On September 14th, the Criminal Police Department of Ha Tinh Provincial Police announced that they have initiated a criminal case, indicted and temporarily detained Nguyen Xuan Chat (born in 1981), a resident of Lao Cai province currently residing in Hanoi, on charges of "Fraudulent appropriation of property".

The investigation revealed that, taking advantage of the lack of understanding among long-distance truck drivers, Nguyen Xuan Chat provided false information, such as claiming to be a leader in central agencies, the Ministry of Public Security, or a leader of the police in several provinces... who could intervene in handling traffic safety violations for violating trucking companies, and demanded money from drivers.

When drivers were stopped by traffic police while on the road, Nguyen Xuan Chat would use multiple phone numbers and impersonate various individuals with different positions, but all sharing the common characteristic of being people with high positions and authority, especially leaders of the Ministry of Public Security, to make calls to intervene in the handling of traffic violations.

After that phone call, the suspect didn't care how the traffic police handled the situation, even if the driver was issued a traffic violation ticket. Nguyen Xuan Chat still demanded that the driver transfer money to thank "this person or that person."

The investigating agency seized four mobile phones along with several related pieces of evidence and documents. Initial investigations determined that, using the aforementioned methods, the suspect had defrauded numerous victims nationwide, stealing hundreds of millions of dong.
