The incident happened at noon on April 29 at Mr. Phan Van Lich's house in Phuc Dien 1 hamlet, Hung Tay commune, Hung Nguyen. After returning from a hamlet meeting, Mr. Lich was shocked to see his house had been broken into and his safe broken.
