(Baonghean.vn) - This is the draft that the Department of Construction advised the People's Committee of Nghe An province to issue a Decision on the price framework for renting public housing in the area. This information was presented at the regular May meeting of the Provincial People's Committee, on the afternoon of May 22nd.
According to current surveys, Nghe An province has 446 public housing units, including 1 apartment with a total area of 728 m2; and 445 single-story terraced houses with multiple rooms, totaling 53,714.04 m2 (357 units for teachers; 57 units for the health sector; and 12 units for other public housing).

| On the afternoon of May 22nd, the Provincial People's Committee continued its regular monthly meeting for May to assess the socio-economic situation in the province and discuss solutions for implementing tasks in the coming period. The meeting was chaired by Mr. Le Xuan Dai, Member of the Provincial Party Standing Committee and Permanent Vice Chairman of the Provincial People's Committee. Attendees included the Vice Chairmen and members of the Provincial People's Committee, representatives of the Provincial People's Council, and leaders of various departments and agencies. |
The management and use of public housing in Nghe An province currently generally does not comply with current legal regulations, such as: housing management agencies not signing contracts with tenants, not collecting rent; not carrying out maintenance according to regulations, etc. One of the reasons for this situation is the lack of regulations on rental prices for public housing issued by competent authorities, which also creates many difficulties for housing management agencies in signing contracts and determining rental prices.
Based on that, the draft decision applies to those eligible to rent public housing as stipulated in Article 32 of the Housing Law dated November 25, 2014, and those eligible to rent old state-owned housing that has not been renovated or rebuilt as stipulated in Article 82 of the Housing Law No. 65/2014/QH 13 dated November 25, 2014. Accordingly, the rental price for public housing in Vinh City, Cua Lo Town, Hoang Mai Town, and Thai Hoa Town is 5,700 VND/m2/month (for single-story multi-room houses) and 9,800 VND/m2/month (for apartment buildings); other areas range from 5,100 VND to 8,800 VND/m2/month.
Rental prices for old, state-owned housing that has not been renovated or rebuilt are based on housing categories IV, III, II, and I, ranging from 6,400 to 10,700 VND/m2/month.

The Department of Construction also advised the Provincial People's Committee on drafting regulations on the selling and renting prices of social housing for households and individuals investing in the construction of social housing (apartment buildings) for sale, rent, or lease-purchase to eligible individuals as stipulated in the 2014 Housing Law.
According to the projected figures in the Social Housing Development Project in Vinh City, Cua Lo Town, and concentrated industrial zones in Nghe An Province (approved by the Provincial People's Committee in Decision No. 105/2007/QD-UB dated September 20, 2007), the demand for social housing in Vinh City and Cua Lo Town by 2020 is 4,160 units. To date, only 635 social housing units have been completed and put into use. Therefore, the province needs to invest in the construction of over 3,500 more social housing units.

According to the draft price framework for social housing, the selling price for apartment buildings under 5 floors ranges from 5.1 to 6.6 million VND/m2; for apartment buildings with 6 to 10 floors, the selling price ranges from 6.6 to 8.8 million VND/m2.
The draft price range for renting social housing is from 29,100 VND to 49,800 VND/m2/month depending on the type of house, and the rent-to-own price for social apartments ranges from 42,900 VND to 73,500 VND/m2/month.
During the meeting, the Department of Construction also presented a draft resolution of the Provincial People's Committee to be submitted to the Provincial People's Council for approval in the near future regarding some changes to the fee rates for issuing construction permits in the province.
At the meeting on the afternoon of May 22nd, the Provincial People's Committee also approved the regulations on coordination among agencies and functional forces in environmental protection work and listened to and gave opinions on the draft report on adjusting the land use planning and the final land use plan in Nghe An province until 2020.
