Rental price of public service apartment in Nghe An is 9,800 VND/m2/month
(Baonghean.vn) - That is the draft that the Department of Construction advised the People's Committee of Nghe An province to issue a Decision on the price framework for renting public housing in the area. Information at the regular meeting of the Provincial People's Committee in May, on the afternoon of May 22.
According to the current survey, Nghe An province has 446 public houses, including 1 apartment with a total area of 728 m2; 1-storey townhouses with many rooms: 445 units with a total area of 53,714.04 m2 (public houses for teachers have 357 units; Health sector public houses have 57 units; Other public houses have 12 units).

| On the afternoon of May 22, the Provincial People's Committee continued to hold a regular meeting in May to assess the socio-economic situation in the area and discuss solutions to implement tasks in the coming time. The meeting was chaired by Comrade Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee. The management and use of public housing in Nghe An province is currently not generally implemented in accordance with current legal regulations such as: housing management agencies do not sign contracts with tenants, do not collect rent; do not maintain houses according to regulations...; one of the reasons leading to the above situation is that there are no regulations on rental prices for public housing issued by competent authorities, which also causes many difficulties for housing management and use agencies in signing contracts and determining rental prices.
On that basis, the draft decision applies to subjects who are allowed to rent public housing according to the provisions of Article 32 of the Housing Law dated November 25, 2014 and subjects who are allowed to rent old state-owned housing that has not been renovated or rebuilt according to the provisions of Article 82 of the Housing Law No. 65/2014/QH 13 dated November 25, 2014. Accordingly, the rental price of public housing in Vinh City, Cua Lo Town, Hoang Mai Town, Thai Hoa Town is 5,700 VND/m2/month (1-storey multi-room houses) and 9,800 VND/m2/month (for apartment buildings); other areas from 5,100 VND to 8,800 VND/m2/month.
Rental prices for old state-owned houses that have not been renovated or rebuilt are applied to housing types IV, III, II, I from 6,400 - 10,700 VND/m2/month.

The Department of Construction also advised the Provincial People's Committee to draft regulations on selling and renting prices of social housing for households and individuals investing in the construction of social housing (apartment buildings) for sale, rent, or hire-purchase to subjects according to the provisions of the 2014 Housing Law.
According to forecast data in the Project on social housing development in Vinh city, Cua Lo town and concentrated industrial zones in Nghe An province (approved by the Provincial People's Committee in Decision No. 105/2007/QD-UB dated September 20, 2007), the demand for social housing in Vinh city and Cua Lo town by 2020 is 4,160 apartments. Up to now, only 635 social housing apartments have been completed and put into use. Thus, the province needs to invest in building more than 3,500 social housing apartments.

According to the draft price framework for social housing for apartments under 5 floors, from 5.1 - 6.6 million VND/m2; apartments from 6 to 10 floors, the price is from 6.6 - 8.8 million VND/m2.
The price range for social housing rental according to the draft ranges from VND 29,100 to VND 49,800/m2/month depending on the type of house and the price for social apartment rental is from VND 42,900 to VND 73,500/m2/month.
During the meeting, the Department of Construction also presented a draft Resolution of the Provincial People's Committee to be submitted to the Provincial People's Council for approval in the coming time on a number of changes in the collection of fees for granting construction permits in the province.
In the meeting on the afternoon of May 22, the Provincial People's Committee also approved the regulations on coordination of agencies and functional forces in environmental protection work and listened to and gave opinions on the draft report on adjusting land use planning and the final land use plan in Nghe An until 2020.
