According to Thanh Nien Newspaper, the Vietnam Pepper and Spice Association (VPSA) said that many export enterprises are facing difficulties due to order delays, caused by problems in procedures for applying for health certificates (HC).

Before July 1, the issuance of HC was under the authority of the Food Safety Department (Ministry of Health). However, after this time, according to Decree 148/2025, the responsibility was transferred to the specialized agency under the Provincial People's Committee or the designated unit. However, many businesses said that when contacting the Ho Chi Minh City Department of Health, they were told that there were no specific instructions on the HC issuance process and were forced to continue waiting.

In this context, VPSA has recommended that the Ministry of Health needs to have timely solutions. First of all, it is necessary to immediately handle the case of pepper shipments exported to Morocco to avoid the situation of goods being returned due to lack of documents as required by the importing country.

In addition, VPSA proposed to soon issue guidelines on the process of granting HC, both to help businesses provide documents to international partners in time, reduce costs of storing containers at ports, and help them comply with the provisions of Decree 148, limiting risks in the customs clearance of goods.
