Implementation time for cadres, civil servants and public employees is no later than December 1, 2029; for non-professional workers, no later than December 31, 2025.

After merging commune levels and arranging cadres and civil servants in new communes according to regulations, it is expected that there will be a surplus of 799 cadres and civil servants (374 cadres and 425 civil servants).
