Temporarily suspend the settlement of regimes for district and commune-level officials who are not re-elected or re-appointed.
From March 5, 2025, the Ministry of Home Affairs requests that agencies, organizations, and units temporarily not implement policies and regimes for subjects working at commune and district levels within the scope of regulation and application of Decree No. 177/2024/ND-CP.
The Ministry of Home Affairs has just issued Official Dispatch No. 079/BNV-CCVC on the regime and policies for cadres and civil servants who are not re-elected or re-appointed at party congresses at all levels.
The document stated that, implementing Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on organizing party congresses at all levels, towards the 14th National Party Congress, the Government issued Decree No. 177/2024/ND-CP dated December 31, 2024, stipulating the regime and policies for cadres who are not re-elected, not re-appointed, and cadres who resign or retire at will.
However, on February 28, the Politburo and the Secretariat issued Conclusion No. 127-KL/TW on implementing research and proposing to continue to reorganize the apparatus of the political system, in which Clause 7, Section II of this conclusion clearly states: "Temporarily suspend the organization of party congresses at the commune and district levels; after the 11th Conference of the Party Central Committee, the Politburo will have specific instructions and guidance".
Pursuant to Clause 7, Section II, Conclusion No. 127-KL/TW, the time for the Party Congresses at the commune and district levels has changed and at the request of a number of localities, the Ministry of Home Affairs requests that agencies, organizations and units temporarily not implement the settlement of regimes and policies for commune and district-level cadres and civil servants within the scope of Decree No. 177/2024/ND-CP.
For cases where competent authorities have decided to resolve regimes and policies according to the provisions of Decree No. 177/2024/ND-CP, the implemented regimes and policies shall remain unchanged.
The Ministry of Home Affairs requests the Provincial Party Committee, City Party Committee, and People's Committees of provinces and centrally-run cities to direct the implementation for agencies, organizations, and units under their management.
