During discussions in Group 2, provincial People's Council delegates requested the Provincial People's Committee and relevant departments to find solutions to address the wasteful use of land resources and the shortage of trained labor.

On the morning of December 5th, in Vinh City, the 18th Provincial People's Council of Nghe An Province solemnly opened its 25th session, for the 2021-2026 term.

The Provincial People's Council divided into four groups to conduct the discussion. Group 2 consisted of delegates elected from the districts of Nam Dan, Nghi Loc, Dien Chau, and Quynh Luu. Mr. Ha Xuan Quang, Secretary of the Dien Chau District Party Committee, chaired the discussion.

Attending the discussion session of Group 2 were: Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; Bui Dinh Long - Vice Chairman of the Provincial People's Committee; and leaders of relevant departments, agencies, units, and localities.

Addressing the waste of land resources and the shortage of trained labor.

During group discussions, provincial People's Council delegates generally highly appreciated the decisive, coordinated, flexible, and effective leadership and management of the Provincial People's Committee, which has resulted in many outstanding achievements in the province's socio-economic development. In addition, the Provincial People's Committee frankly and responsibly pointed out existing shortcomings and limitations and proposed solutions for improvement in the future.

Concerned about the wasteful use of land resources, delegate Nguyen Cong Van stated that while state management of land has made many efforts in recent years, there are still many shortcomings and unresolved issues, particularly the large amount of abandoned land, which leads to a waste of resources.

According to Representative Van, the reason is that agricultural and forestry farms and general teams, after restructuring, have not fully utilized or exploited the land allocated by the State. Many projects are slow to implement or not implemented at all, yet they still "hold" the land without construction.

Furthermore, in many localities, land plots for residential development are auctioned off in quantities exceeding the needs of the people. Agricultural production remains rudimentary and low-value, leading many farmers to abandon their fields and switch to other occupations. Representative Van suggested that the Provincial People's Committee should find solutions to address this situation.

In a discussion with delegates, the leaders of the Department of Natural Resources and Environment stated that, in the past period, the Provincial People's Committee had established many inspection teams and taken action to address numerous projects that were behind schedule.

In addition, the Provincial People's Committee has instructed relevant departments and agencies to pay attention to the effective management and use of land originating from state-owned agricultural and forestry farms and the Youth Volunteer Brigades. Regarding land auctions, localities are requested to pay attention to maximizing the value of land use.

Highlighting the low rate of vocational training for the province's workforce, Representative Nguyen Thi Anh Hoa - Deputy Chief of the Office of the Provincial National Assembly and People's Council Delegation - raised the issue that the current demand for human resources from businesses is very high, especially from FDI enterprises in industrial zones. Therefore, what solutions do the relevant departments have to advise the Provincial People's Committee on addressing this issue and ensuring a sufficient workforce for the province's development?

Discussing this issue, Deputy Director of the Department of Labor, War Invalids and Social Affairs Ho Thi Chau Loan emphasized that this work is of great concern to the province, as evidenced by the Provincial Party Committee's Standing Committee issuing Project No. 14, dated January 25, 2022, on training and developing skilled workforce in the province for the period 2021-2025, with a vision to 2030.

Currently, the province provides training to approximately 60,000-65,000 workers annually at various levels, thereby raising the percentage of trained workers to over 70%, with about 30% holding diplomas or certificates. Despite these efforts, vocational training for workers has not yet met the needs of businesses.

Clearly outlining the causes, the Deputy Director of the Department of Labor, War Invalids and Social Affairs stated that the connection between training institutions and businesses has not been regular, close, or long-term. In addition, the facilities, equipment, and teachers of training institutions are still limited and inadequate. Leadership and guidance have sometimes lacked thoroughness and consistency; and the survey of needs linking training to job placement has not been accurate in some places.

To address this situation, Deputy Director of the Department of Labor, War Invalids and Social Affairs Ho Thi Chau Loan suggested that in the coming time, efforts will be intensified in information and communication; and attention will be paid to effectively implementing Resolution 32 of the Provincial People's Council, 2022, on strengthening the training and development of human resources in Nghe An province.

To further clarify this issue, delegate Ho Van Dam, Principal of the Vietnam-Korea College of Technology, stated that for ethnic minority children to pursue vocational training, the joint efforts of families, localities, and schools are needed. In addition, more teachers should be added to vocational colleges and secondary schools to ensure adequate teaching.

In discussions on agriculture, delegate Ho Sy Nguyet suggested focusing on developing rural markets, promptly implementing policies to develop rural market infrastructure; providing support policies for offshore fisheries; and addressing the damage caused by landslides during the construction of the coastal road.

According to a representative from the Department of Industry and Trade, out of 370 rural markets in the province, three-quarters are dilapidated. Although the province had issued policies, they were deemed unsuitable and have since been abolished. Therefore, a policy for developing rural markets is urgently needed.

Regarding the issue of fisheries exploitation, Director of the Department of Agriculture and Rural Development Phung Thanh Vinh said that in recent times the province has issued many policies to support fishermen in exploiting and catching aquatic and marine products.

In the long term, the Director of the Department of Agriculture and Rural Development believes that aquaculture will be increased, fishing will be reduced, and occupations will be retraining for this workforce, while strictly enforcing regulations on marine resource exploitation. In addition, the department will advise the Provincial People's Committee to submit to the Provincial People's Council for promulgation more appropriate and effective policies.

Determined to strive for the highest possible achievement of all targets.

In his remarks during the discussion, the Provincial Party Secretary and Chairman of the Provincial People's Committee, Nguyen Duc Trung, analyzed and clarified the outstanding achievements, as well as the existing shortcomings and difficulties in the province's socio-economic, national defense, and security situation in 2024.

The year 2025 holds special significance as the final year of implementing the targets and objectives of the term, marked by many important national events. It is the year of holding Party congresses at all levels, leading up to the 20th Provincial Party Congress and the 14th National Party Congress, and the year of carrying out the crucial task of streamlining the organizational structure of the political system at all levels.

The Provincial Party Secretary and Chairman of the Provincial People's Committee emphasized that this is also the year we must "accelerate and break through" to achieve the highest possible target for the entire term. Therefore, the Provincial People's Committee proposed to the Provincial People's Council a growth rate target of 9.5-10.5% to resolutely strive to achieve double-digit growth in 2025.

"We have the belief, the foundation, and the effort to achieve the targets and goals. Because in 2025, the province has development orientations and resources from the central government's mechanisms and policies, as well as the results of the FDI projects that the province has attracted in the past," said the Provincial Party Secretary and Chairman of the Provincial People's Committee.

The head of the Provincial Party Committee and the Provincial People's Committee stated that the province will focus on thoroughly preparing the contents for organizing party congresses at all levels, leading up to the 20th Provincial Party Congress and the 14th National Party Congress.

At the same time, proactively carrying out the task of reorganizing and streamlining the organizational structure and the staff of officials and civil servants, in accordance with the directive of General Secretary To Lam, is crucial as it "cannot be delayed any longer." In particular, it is requested that the heads of departments, Party committee members, and provincial People's Council representatives set an example and resolutely implement this task effectively.

In addition, the province will mobilize resources to implement key provincial projects based on the principle of prioritizing key areas, in order to create momentum for the province's development in the new term.

On the other hand, it is necessary to focus resources on disadvantaged areas, especially the program to mobilize and support the construction and repair of houses for the poor and those with housing difficulties, and to promote administrative reform and digital transformation to keep up with trends, unlock resources, and unleash production capacity.

Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung also requested that the provincial People's Council delegates, in their respective positions, pay attention to and work with the local authorities to resolve issues related to the people, thereby ensuring stability, security, and absolute social order, especially during the period of organizing Party congresses at all levels.

During the exchange and discussion of issues of concern to the provincial People's Council delegates, the Provincial Party Secretary and Chairman of the Provincial People's Committee, Nguyen Duc Trung, stated that many of the issues raised by the delegates were correct and relevant, but required time to resolve.

In particular, the management and use of land by agricultural and forestry farms still have many limitations and have persisted for a long time. Recovering and reallocating the land to local authorities or investors for more effective use is not easy. The province has also been resolute in handling slow-moving or non-implemented projects, but many obstacles remain in the process.

Recently, the Standing Committee of the Provincial Party Committee approved a Directive on strengthening the Party's leadership over the work of connecting labor supply and demand, solving employment problems, and attracting labor for domestic and FDI enterprises in the province, urging all levels, sectors, and localities to participate decisively in order to ensure the quantity and quality of the labor force required by enterprises.
