The issue of security and order was focused on by delegates during the discussion session, including the complicated and sophisticated situation of fetal trafficking, drug abuse, and illegal credit; and the situation of trading and setting off firecrackers.
Clarifying the situation of fetal trafficking, taking place in the mountainous area of Ky Son district, was reported by Colonel Nguyen Huu Cau to the recent National Assembly session.
Human trafficking is becoming more and more complicated. In 2018, the provincial police discovered 16 cases and rescued 40 victims. In which, the cases of selling both mother and child were in the form of mountainous women, mainly Khmu ethnic people, who were 6-8 months pregnant, being taken to China and selling their children for 60-80 million VND when they gave birth. It is worth mentioning that the act of selling the mother is handled according to the provisions of the law, but the act of selling the child is not handled, so handling it is very difficult.

The head of the police force said that the drug crime situation is complicated. Among them, a new type of drug, “American weed,” has infiltrated schools. The colonel cited data from 2018, when the provincial police arrested 1,236 cases with 1,529 subjects, seizing 160 kg of various drugs.

Women who cross the border to sell fetuses
(Baonghean.vn) - For about a year now, in Nghe An, there has been a surge in the buying and selling of fetuses - a new tactic of human traffickers that the law still does not have specific regulations on.
Drug crimes are detected frequently and are becoming more complicated, along with 6,901 drug addicts in the province. Colonel Nguyen Huu Cau sent a message hoping that voters would pay more attention to educating their children not to fall into drug abuse, along with the police force implementing drastic measures to crack down on criminals.
Along with drug crimes, the complicated situation of black credit has caused insecurity and disorder in many localities. According to the Provincial Police Director, the current difficulty is that in the province there are still 559 pawnshops and hundreds of financial support businesses.
“The procedure for registering a financial support service business is very easy, it is not a conditional business, this is a form of black credit service. The lending is open, the tricks are sophisticated, and the percentage of debt is not recorded during the borrowing process, so it is very difficult to handle” - Colonel Nguyen Huu Cau said.
In 2018, the provincial police investigated and clarified 7 criminal cases related to black credit and are expanding the investigation of this case. In order to promptly detect and strictly handle. The head of the police sector requested voters to be extremely vigilant about financial support services, and at the same time requested the banking system to create favorable conditions for people to borrow capital.
There are situations where people sometimes borrow up to 300% of their debt, while according to the Criminal Code, if they borrow more than 5 times, the bank will prosecute them. But in the lending process, they use sophisticated tricks, only when the borrower is terrorized or their life is threatened do they report to the authorities.
Regarding firecrackers, the Provincial Police Director said, “Recently, the Provincial Police have seized more than 5 tons of firecrackers. There are people who transported up to 300 kg of firecrackers for sale. There was a wedding in Cua Lo town where firecrackers were openly set off. I have requested that these people be prosecuted. If the forces do not take drastic action from now until Tet, the situation of illegal firecracker trading will become complicated.”
Regarding fake war invalids in Nghe An, delegate Cau said: “At the end of 2018, Nghe An discovered 569 cases of “fake war invalids” with the amount of money to be recovered of 118 billion VND. The Provincial People's Committee has directed the Department of Labor, Invalids and Social Affairs and the Provincial Military Command to recover invalid documents. Currently, the police have also prosecuted a fake war invalid ring and are expanding the investigation.”
In recent times, Nghe An Newspaper has continuously published articles reflecting the situation of cross-border fetal trafficking - a new trick of human traffickers; articles reflecting the situation of black credit hiding in financial companies; articles about fake war invalids...
