The delegates focused their discussion on security and public order issues, including the trafficking of fetuses, drug trafficking, and the increasingly complex and sophisticated nature of illegal lending; as well as the illegal trade and use of firecrackers.

The issue of trafficking in fetuses, occurring in the mountainous area of ​​Ky Son district, was raised by Colonel Nguyen Huu Cau at the recent National Assembly session.

Human trafficking is becoming increasingly complex. In 2018, the provincial police discovered 16 cases and rescued 40 victims. Among these cases, some involved the sale of both mother and child, where pregnant women from mountainous areas, mainly from the Khmu ethnic group, were trafficked to China. After giving birth, their babies were sold for 60-80 million VND. It is noteworthy that while the sale of the mother is prosecuted under the law, the sale of the child is not, making prosecution very difficult.

The head of the police force stated that the drug crime situation is becoming increasingly complex. This includes the new drug "synthetic marijuana" infiltrating schools. The colonel cited figures from 2018, stating that the provincial police arrested 1,236 cases involving 1,529 suspects and seized 160 kg of various types of drugs.

Drug-related crimes are being detected in large numbers and are becoming increasingly complex, with 6,901 drug addicts across the province. Colonel Nguyen Huu Cau conveyed a message urging voters to pay more attention to educating their children to avoid falling into drug abuse, and also called on the police force to implement decisive measures to crack down on criminal elements.

Along with drug-related crimes, the complex situation of illegal lending is causing insecurity and disorder in many localities. According to the Director of the Provincial Police, the current difficulty is that there are still 559 pawnshops and hundreds of financial support businesses in the province.

"The procedure for registering a financial support service business is very easy; it's not a conditional business sector. This is a form of illegal lending. Loans are granted freely, with sophisticated methods, and no percentage is specified during the loan process, making it very difficult to prosecute," said Colonel Nguyen Huu Cau.

In 2018, the Provincial Police investigated and clarified 7 criminal cases related to illegal lending and are expanding the investigation into these cases. To promptly detect and strictly handle these cases, the head of the police force urged the public and voters to be extremely vigilant against financial support services, and also requested the banking system to facilitate access to loans for the people.
There are instances where people borrow up to 300% of their loan amount, while according to the Criminal Law, borrowing more than five times the bank's value is punishable by prosecution. However, the lenders use sophisticated tactics, and only report the matter to the authorities when borrowers are subjected to harassment or death threats.”

Regarding firecrackers, the Provincial Police Chief stated, "Recently, the Provincial Police seized over 5 tons of firecrackers. Some individuals transported up to 300 kg of firecrackers for resale. There was even a wedding in Cua Lo town where firecrackers were openly set off. I have ordered the prosecution of these individuals. If the forces do not take decisive action from now until Tet, the situation of illegal firecracker trading will become complicated."

Regarding the issue of fake war invalids in Nghe An province, Representative Cau stated: “At the end of 2018, Nghe An discovered 569 cases of ‘fake war invalids’ with a total amount of 118 billion VND needing to be recovered. The Provincial People's Committee has directed the Department of Labor, War Invalids and Social Affairs and the Provincial Military Command to revoke the invalid documents. Currently, the police have also prosecuted a ring producing fake war invalids and are expanding the investigation.”
