According to Decision No. 5167/QD-BTNMT, the time required to issue land use right certificates will be reduced by one-third to one-half compared to before.

The Minister of Natural Resources and Environment has just issued Decision No. 5167/QD-BTNMT on the announcement of newly issued, amended, and supplemented administrative procedures in the field of land under the state management scope of the Ministry of Natural Resources and Environment.

According to this Decision, the land sector has 48 procedures for localities that have established Land Registration Offices; and 70 procedures for localities that have not yet established Land Registration Offices. Compared to the old set of administrative procedures, the processing time for some of the new land-related administrative procedures has been reduced by one-third to one-half.

Specifically, as follows:

The procedure for registering and issuing certificates of land use rights, ownership of houses and other assets attached to land for transferees of land use rights and ownership of houses and construction works from investment and construction organizations shall not exceed...15 daysreduce15 days (previously stipulated not to exceed...)30day).

The procedure for registering and issuing Certificates of Land Use Rights, Ownership of Houses and Other Assets Attached to Land when there is a change in assets attached to the land is no more than...15 daysreduce05compared to the previous regulations.

The procedures for registering changes in land and assets attached to land in cases of winning land use rights auctions; resolving land disputes, complaints, and denunciations; handling mortgage contracts and capital contributions using land use rights; seizing and auctioning land use rights and assets attached to land to enforce judgments; dividing, separating, merging, and consolidating organizations, converting companies; and agreeing on the consolidation or division of land use rights and ownership of assets attached to land of households, spouses, and groups of land users shall not exceed...10 days, decrease 05 day.

The procedures for land subdivision and consolidation; and land registration procedures for cases where the State allocates land for management purposes shall not exceed...15 dayreduce05day.

The procedure for confirming the continued use of agricultural land by households and individuals upon expiration of the land use right is no more than...05 day reduction05day.

The procedure for registering changes due to changes in the name of the land user, owner of assets attached to the land, or changes in the shape, size, area, number, address of the land parcel, or changes in restrictions on land use rights, or changes in financial obligations, or changes in assets attached to the land compared to the registered content shall not exceed...10 day reduction05day.

The procedure for canceling the registration of capital contributions in the form of land use rights and ownership rights of assets attached to the land is no more than...3 days,reduce02 day.

Transferring the right to use land and ownership of assets attached to the land from one spouse to joint ownership by both spouses shall not exceed...05 day reduction05 day.

The time limit for renewing a Certificate of Ownership, Certificate of Ownership of Housing, or Certificate of Ownership of Construction Works is no more than...07 day reduction03day.

Reissuing a lost Certificate of Ownership, Certificate of Ownership of Housing, or Certificate of Ownership of Construction Works shall not exceed the limit.10 daysreduce20day.

According to the Ministry of Natural Resources and Environment, to clarify the responsibilities of state agencies, the regulations stipulate that the deadline for the Land Registration Office to send cadastral information to the tax authority is no more than 15 days from the date of receiving complete and valid documents; the deadline for the tax authority to notify the land user of their financial obligations is no more than 5 days from the date of receiving the cadastral information transferred from the Land Registration Office.
