Supervising and inspecting the election of National Assembly and People's Council representatives at all levels in Nghe An province.
On the morning of January 13th, the Supervisory and Inspection Delegation of the Standing Committee of the National Assembly and the National Election Council conducted a supervision and inspection in Nghe An province regarding the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term.

Comrade Tran Quang Phuong, Member of the Central Committee of the Party and Vice Chairman of the National Assembly, heads the inspection and supervision delegation.
The inspection and monitoring delegation included: Cao Thi Xuan - Vice Chairwoman of the National Assembly's Ethnic Council; Lieutenant General Nguyen Minh Duc - Vice Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs; Nguyen Dai Thang - Vice Chairman of the National Assembly's Committee on Delegate Affairs; Nguyen Van Hien - Vice Chairman of the National Assembly's Committee on Law; Dinh Cong Sy - Vice Chairman of the National Assembly's Committee on Culture and Education; Nguyen Quang Duc - Deputy Head of the Central Propaganda and Mass Mobilization Department; Truong Hai Long - Deputy Minister of the Ministry of Interior; along with representatives from the Ministry of Public Security and the General Political Department of the Ministry of National Defense.
Working with the delegation were provincial leaders including: Nguyen Khac Than - Secretary of the Provincial Party Committee, Head of the Provincial Election Steering Committee; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; along with members of the Provincial Election Steering Committee; members of the Provincial Election Committee; subcommittees and working groups assisting the Provincial Election Committee and the Thanh Vinh Ward Election Committee.

The monitoring and inspection aims to understand the practical aspects of leadership, direction, and organization in preparing for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term in the province; thereby promptly identifying difficulties and obstacles, and drawing lessons for other localities nationwide.
Reporting to the inspection and supervision delegation, on behalf of the Provincial Election Committee, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Hoang Nghia Hieu, affirmed that Nghe An province had promptly disseminated and seriously implemented the Central Government's guidelines and directives on the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term.

The Standing Committee of the Provincial Fatherland Front Committee organized the first consultative conference in accordance with the procedures stipulated by law to agree on the structure, composition, and number of people to be nominated as candidates for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
For the election of deputies to the 16th National Assembly, Nghe An province was to elect 16 deputies. The first consultative meeting unanimously nominated 38 candidates, ensuring the required number of candidates was met.

For the election of provincial People's Council representatives, the first consultative meeting agreed on the number of representatives to be elected as 85; the number of nominated candidates is 222, ensuring a surplus as stipulated.
At the commune level, all 130/130 communes and wards have held their first consultative meetings as planned. The total number of elected commune-level People's Council representatives for the 2026-2031 term is 2,922; the number of nominated candidates is 6,329.

Nghe An province has been designated with 6 constituencies for the National Assembly, with 16 National Assembly representatives to be elected. The province has also designated 20 constituencies, with 85 provincial People's Council representatives to be elected.
At the commune level, localities have completed the process of designating electoral units: a total of 1,041 electoral units for commune-level People's Council representatives, corresponding to 2,922 commune-level People's Council representatives to be elected.

Propaganda work and ensuring security and order for the election were implemented in a manner appropriate to the specific characteristics of the mountainous and border province.
During the working session, the members of the supervisory delegation highly appreciated the province's preparations; and at the same time requested Nghe An to take measures to support disadvantaged people to participate in voting for the 16th National Assembly and People's Councils at all levels.

Ensuring absolute security and order throughout the province, especially at polling stations; paying attention to receiving citizens, resolving petitions, complaints, and denunciations; strengthening propaganda work, paying particular attention to cyberspace...
Organize elections safely, democratically, and in accordance with the law.
Concluding the monitoring and inspection session, Vice Chairman of the National Assembly Tran Quang Phuong assessed and commended the serious and thorough preparation for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term, noting that the progress was basically on schedule and that many aspects were handled very meticulously by Nghe An province.
The Vice Chairman of the National Assembly expressed confidence that, with its heroic revolutionary traditions and past experience, Nghe An will successfully organize the election of National Assembly and People's Council representatives at all levels, truly making it a festival for the entire people, demonstrating the spirit of democracy, and contributing to building a socialist rule of law state.

In outlining the key tasks for the coming period, Vice Chairman of the National Assembly Tran Quang Phuong requested Nghe An province to continue leading and directing the implementation of election organization work proactively, early, remotely, and in accordance with the law.
The leadership role of the comrades in the Provincial Party Standing Committee, the Provincial Party Executive Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Fatherland Front Committee should be promoted. In addition to the members of the Election Council, the participation of Party members, officials, and civil servants is needed to contribute to the success of the election.
The Vice Chairman of the National Assembly suggested that Nghe An should strengthen propaganda efforts, motivate and assign tasks appropriately, with the spirit that each person excels at one task but is also aware of others' responsibilities to be ready to step in. This includes ensuring the full implementation of the process of nominating candidates, gathering opinions from voters at their workplaces, and completing the application forms, receiving and reviewing candidate dossiers.

The second consultative conference will be held no later than February 3, 2026. The third consultative conference to finalize the official list of candidates for the National Assembly and People's Councils at all levels will be held no later than February 20, 2026.
The Vice Chairman of the National Assembly requested Nghe An province to closely follow the directives of the Central Government and pay attention to the candidates for National Assembly representatives sent to the locality by the Central Government, ensuring their placement in appropriate polling stations in accordance with regulations, and preventing individuals with subversive intentions from being included in the list of candidates.
Continue reviewing, updating, and supplementing the voter list to ensure the voting rights of citizens, especially those working or studying far from home, people with disabilities, and the elderly. Focus on leading and directing the timely resolution of opinions and suggestions from voters and the public in accordance with regulations. Pay attention to resolving complaints and denunciations related to the National Assembly elections.

Organize candidate outreach meetings and election campaigns in accordance with the law. Prevent the misuse of the election process for subversive activities, defamation, petitions, lawsuits, slander, or defamation against candidates. Strengthen training and provide thorough professional development for all forces involved in election work.
Strengthen information dissemination, especially regarding the action programs and biographies of candidates, through various media channels. Combat and refute false, distorted, and inaccurate information about the election, including information about the candidates themselves.
Ensure effective security and social order to facilitate the election. Strengthen election supervision and inspection at the local level, especially in key areas with complex security and order issues. Prepare adequate infrastructure and technical resources, anticipate and prepare contingency plans to ensure the election proceeds safely and smoothly.

Election service forces must adhere to the motto: "Hold a firm grasp of the situation, share information, reach a consensus on assessments, provide accurate, timely, and effective advice, resolve issues efficiently, and avoid being caught off guard."
Speaking at the meeting, Provincial Party Secretary Nguyen Khac Than emphasized that Nghe An province would fully accept all the comments made by the members of the supervisory delegation, especially the comments of Comrade Tran Quang Phuong - Vice Chairman of the National Assembly.

Emphasizing that the election of National Assembly and People's Council representatives at all levels is a key and particularly important political task, Provincial Party Secretary Nguyen Khac Than affirmed that Nghe An will strive to overcome difficulties and ensure the most favorable conditions for voters to exercise their rights and obligations. He stressed the need to strengthen security and order, ensure the absolute leadership of the Party over the election process, and ensure that all procedures are carried out in accordance with the law.
Provincial Party Secretary Nguyen Khac Than said that the province is focusing on selecting and nominating candidates to ensure quality; paying attention to the proportion of women and young people; reducing the number of delegates from the government sector and increasing the number from the Party, mass organizations, and commune/ward sectors.

Focus on effectively resolving complaints and denunciations related to candidate selection. Organize consultation processes properly to ensure democracy and compliance with regulations; plan for early elections in various constituencies so that voters in remote areas can best exercise their right to vote.
