(Baonghean.vn) - Mr. Hoang Viet Duong, Vice Chairman of the Provincial People's Council, emphasized: Supervision activities need to be grounded in reality, thoroughly understand the issues being supervised, and avoid treating supervision as mere inspection or nothing at all. Instead, supervision must point out what is right and wrong so that the supervised units can work better.

On the afternoon of July 31st, the Standing Committee of the Provincial People's Council held a conference to exchange experiences on the activities of the People's Council with the Standing Committees of the People's Councils of districts, cities, and towns in Cluster I, including Vinh City, Cua Lo Town, and the districts of Nam Dan, Hung Nguyen, and Nghi Loc.

At the conference, based on practical experience, the Standing Committee, the Committees of the Provincial People's Council, and the People's Councils of district-level units shared experiences and difficulties encountered in activities within the functions and authority of the People's Council, from supervision, verification, questioning, voter contact, to organizing explanatory sessions of the Standing Committee of the People's Council as prescribed by law.

Sharing experiences in reviewing reports and draft resolutions submitted to the Provincial People's Council session, Ms. Thai Thi An Chung - Deputy Head of the Legal Affairs Committee of the Provincial People's Council, stated that: Gathering information through monitoring and surveys before reviewing decisions accounts for 50% of the review's quality. The sense of responsibility of the Committee members is also very important, as the members are mainly "leaders" of the sectors under the Committee's purview.

However, according to the Deputy Head of the Legal Affairs Committee of the Provincial People's Council, although the review of reports is also a supervisory activity of the People's Council Committees as stipulated by law, the recommendations and proposals resulting from the review of reports have only been reported to the Provincial People's Council at its sessions and lack specific sanctions, thus the effectiveness of the review is not high.

Sharing experiences to improve the quality of questioning and answering sessions at the council meetings, Mr. Le Van Ngoc, Vice Chairman of the Vinh City People's Council, affirmed that the important thing is to select practical questions, focusing on pressing issues that affect the rights and interests of a large number of people. In particular, it is necessary to dedicate sufficient time to re-examining the conclusions reached at the previous session, with the spirit of pursuing the issues to the end, demonstrating the responsibility of the People's Council to the people, and raising the sense of responsibility of the government and specialized agencies of the Vinh City People's Committee.

The role of the presiding officer in the session is to thoroughly understand the issues being questioned, to manage the proceedings flexibly, to create a lively questioning session, avoiding perfunctory questions, superficial answers, or using the forum to report on achievements or highlight difficulties of their agency or unit.

Also at the conference, the Standing Committee of the People's Council of Cua Lo town exchanged experiences on coordinating between the Standing Committee and the Committees of the People's Councils at the district level and the People's Councils at the commune level in implementing activities such as voter outreach, supervision, citizen reception, and handling of petitions, complaints, and denunciations from citizens.

The Standing Committee of the Hung Nguyen District People's Council shared experiences on coordination between the Standing Committee, the People's Council Committees, and the People's Committee and its specialized agencies in preparing the content and organizing People's Council sessions. The Standing Committee of the Nam Dan District People's Council shared experiences in organizing voter outreach activities and monitoring the resolution of voter petitions. The Standing Committee of the Nghi Loc District People's Council shared experiences in monitoring and surveying activities of the People's Council, its Standing Committee, and its Committees.

It emphasized that the quality, skills, and experience of People's Council representatives are uneven, affecting the quality of voter outreach activities and the monitoring and urging of the resolution of voters' requests. Coordination between the Standing Committee of the People's Council and the People's Committee at the same level in urging the resolution of voters' opinions and requests has not been sufficiently decisive...

Concluding the conference, Mr. Hoang Viet Duong, member of the Provincial Party Committee and Vice Chairman of the Provincial People's Council, urged the Standing Committees of the People's Councils of districts, cities, and towns to continue innovating and improving the quality of their activities. He also called for research into reforming the process of reviewing reports, proposals, and draft resolutions; and for strengthening oversight activities, including more rigorous monitoring of conclusions following oversight and questioning sessions.

The Vice Chairman of the Provincial People's Council also emphasized: Supervision activities need to be grounded in reality, thoroughly understanding the issues being supervised, avoiding treating supervision as mere inspection or nothing at all. Instead, it must point out what is right and wrong so that the supervised units can work better. The selection of questions must be broad and far-reaching, affecting development conditions and linked to the political tasks of the locality in that period. Emphasis should be placed on summarizing, classifying, and monitoring the resolution of voters' opinions according to groups of issues, including those that are urgent and require immediate resolution; those that are urgent; those that require time to resolve; and those that cannot be resolved...
