Land and forest allocation should be linked to forest fire prevention and control.
(Baonghean.vn) - Accelerating the implementation of the project on forest allocation associated with forestry land allocation and forest fire prevention in Nghe An province were among the issues discussed by the Provincial People's Committee at a meeting on the afternoon of June 12th.
On the afternoon of June 12th, the People's Committee of Nghe An province held a meeting to review the results of the Steering Committee for the Sustainable Forestry Development Program of Nghe An province for the period 2016-2020, and to present the report on activities in the first six months of the year and tasks for the last six months. Mr. Dinh Viet Hong, Vice Chairman of the People's Committee of the province and Head of the Steering Committee, chaired the meeting.

Improving forest quality
The Sustainable Forestry Development Program for the period 2016-2020 is defined as improving forest productivity and quality, contributing to disaster mitigation and environmental protection; responding to climate change and sea level rise in conjunction with the tasks of forest protection, reforestation, forest conservation, and transforming small-timber plantations into large-timber plantations, and strictly controlling forestry seeds.
From the beginning of 2019 to the present, the Steering Committee has directed and coordinated thousands of patrols, arresting and handling 229 cases of violations of forestry laws, contributing over 2.1 billion VND to the State budget. The entire province has planted 7,191,000 hectares of forest and effectively protected over 965,705 hectares. The Department of Agriculture and Rural Development completed the review of forestry land resources associated with the planning of three types of forests and submitted it to the Ministry of Agriculture and Rural Development on May 10th.

The work of allocating forest land is linked to forestry land allocation, and the establishment of provincial and district-level forest and land allocation task forces has been completed, along with the issuance of regulations for these task forces. To date, the entire province has completed the on-site allocation of 32,000 hectares of forest and forestry land in the districts of Tuong Duong, Que Phong, Con Cuong, etc.
According to the plan for 2019, Nghe An province will allocate 109,609 hectares of forest land across 19 districts, cities, and towns. However, the process of allocating forest land and forestry land is progressing slower than required.

Strengthening forest protection and fire prevention efforts.
Also at the meeting, the Steering Committee for the Sustainable Forestry Development Program listened to and commented on the following issues: Draft regulations detailing the authority, scope of responsibility, management, protection, and development of forests for agencies and organizations when violations related to forest management and protection occur in the area; listened to and commented on the draft temporary guidance document on the procedures for land allocation and leasing associated with forest allocation and leasing for investment projects in the area; and listened to the draft plan to strengthen the planting, management, protection, and development of forests in the border area of Nghe An.
Concluding the meeting, Comrade Dinh Viet Hong – Vice Chairman of the Provincial People's Committee – affirmed: Although the program has achieved many noteworthy results, there are still limitations. There is still small-scale illegal logging, land allocation linked to forest allocation is still slow, and the management of forest seeds according to the new regulations of the Forestry Law is still confusing and not very effective...

Regarding future tasks, Comrade Dinh Viet Hong proposed: The forestry sector needs to definitively resolve the encroachment on production forest land and protection forest land; review and cancel raw material area plans for factories that do not implement the plans or do not organize joint ventures or partnerships with local people.
Strengthen forest management and protection, paying particular attention to forest fire prevention and control, and accelerate the process of allocating forests in conjunction with forestry land... Prepare a report and submit it to the Provincial People's Council on the results of reviewing the forestry land fund in conjunction with adjusting the boundary area of the three types of forests, and submit it to the Council for comments and integration into the provincial plan as directed by the Ministry of Agriculture and Rural Development.

Make good use of revenue sources to protect and develop forests.
(Baonghean.vn) - This was the opinion of Vice Chairman of the Provincial People's Committee Dinh Viet Hong at a working session of the National Assembly Delegation's supervisory delegation at the Department of Agriculture and Rural Development on the implementation of policies and laws on the management and use of non-budgetary state financial funds from 2013 to 2018 for the Provincial Forest Protection and Development Fund, on the morning of March 20th.
