Education in Nghe An: A mark affirming its leading position nationwide.

The year 2025 marks a period of significant effort and breakthroughs for education in Nghe An province. With outstanding results in various fields, education has affirmed its position among the top in the country. At the National Emulation Congress of the Ministry of Education and Training, Nghe An was one of four provinces to receive the Excellent Emulation Flag in the emulation movement "Innovation and Creativity in Management, Teaching and Learning" for the period 2020-2025.

1. Building educational institutions and policies

The year 2025 witnessed significant progress in institutional reform. The Education sector proactively advised on the issuance of 15 important resolutions of the Provincial People's Council (including 3 unique and pioneering resolutions), 26 plans and projects of the Provincial People's Committee, along with many specialized resolutions and concluding notices of the Provincial Party Standing Committee. The policy system is increasingly synchronized and practical, creating an important legal framework for comprehensive educational reform.

2. The quality of education continues to rise to the top group nationwide.

In the 2024-2025 academic year, the quality of education continued to be affirmed by impressive figures. Students from Nghe An won 7 Gold Medals, 11 Silver Medals, and 6 Bronze Medals at regional and international competitions; 355 students won national awards for academic excellence, including 28 first prizes.
Notably, the high school graduation exam marked a breakthrough for Nghe An province. From 34th place out of 63 in 2021, Nghe An rose to 12th place out of 63 in 2024, ranking first among 34 provinces and cities. This is clear evidence of the effectiveness of innovative teaching and assessment methods and the persistent efforts of teachers and students throughout the province. Furthermore, Nghe An students have won numerous international awards such as TIMO, INTARG, and the Science and Technology Olympiad; and their school sports ranked 5th nationwide.

3. Exceeding the target for building national standard schools - a foundation for improving quality.

Progress has been made in building schools that meet national standards and fostering a learning society. By the end of 2025, over 80% of schools will meet national standards, exceeding the target set in the Resolution of the 19th Provincial Party Congress. Investment in infrastructure, standardization of teaching staff, and improvement of educational quality have been implemented comprehensively, contributing to narrowing the gap between regions, especially in mountainous and remote areas. Universal education remains sustainable.

4. Pioneering in various educational models

Educational reform has been intensified and marked by many pioneering and innovative educational models. Notable examples include the collaborative model of "family - school - society," high-quality key schools, and the new model of ethnic minority boarding schools. The campaign "Students say no to phones during class" and the movement "Department helping department, school helping school" have created positive changes in discipline and order in teaching and learning.
In particular, the model of legal education and life skills training in coordination with the Provincial Police continues to be effective, highly appreciated, and widely replicated. This is also the first model of its kind to be implemented nationwide.

5. Promote digital transformation in management and teaching.

Digital transformation continues to be a prominent focus of education in Nghe An in 2025. The implementation of the Intelligent Operations Center (IOC) in phases 1 and 2 has created a strong shift in management, direction, and operation. Digital platforms are widely applied in teaching and assessment; artificial intelligence and AI ChatGPT applications are being tested and exploited in teacher training and professional development, administrative reform, and IT infrastructure investment.
Currently, the Nghe An Department of Education and Training ranks 4th among all departments and agencies in the province in terms of administrative reform index, affirming its pioneering role in innovation.

6. Caring for and developing the teaching staff.

Throughout the year, the focus on building a strong teaching staff continued. 100% of teachers received training to implement the new general education curriculum; 666 initiatives were recognized at the provincial level; and 98 teachers were awarded the title of "Outstanding Teacher". The province allocated 5,007 teaching positions and organized large-scale professional title promotions, contributing to stabilizing the teaching staff and improving the quality of education.

7. Reorganize and streamline the organizational structure.

During the 2020-2025 period, Nghe An's education sector has strongly implemented the restructuring and streamlining of its organizational structure: reducing 41 schools and 157 preschool and primary/secondary school branches, eliminating 1 provincial-level center and 13 vocational education institutions, completing the merger of Nghe An College of Education into Nghe An University of Economics; and establishing Nghe An University according to Decision No. 1653/QD-TTg dated December 26, 2024, of the Prime Minister. This is a strategic step, creating a foundation for sustainable educational development in the new phase.

8. Vocational education linked to the labor market.

In the field of vocational education: Guidance and mechanisms have been fully implemented with numerous projects, plans, and resolutions from the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee on developing skilled workforce. Enrollment, training, and skills testing are organized systematically; and agreements with businesses have been strengthened.
The quality of training has significantly improved: The entire province has collaborated with 426 businesses, providing employment for over 125,000 students; the employment rate after training reached 81.2%, with college and vocational training reaching 95.7%, and many professions achieving 100%. The percentage of trained workers in the province is expected to increase from 65% in 2020 to 71.5% in 2025, of which those with diplomas and certificates will account for 31%.

9. The quality of university education and scientific research has been improved.

The restructuring of the training system continues. The quality of training and scientific research has made significant progress: Universities in the province have completed numerous state-level, ministerial-level, and provincial-level research projects, with hundreds of scientific publications domestically and internationally; Vinh University ranked 17th nationwide in research according to SCImago 2022. Students have won many provincial and national science and entrepreneurship awards.

10. Outstanding example at the National Emulation Congress of the entire Education sector.

With many outstanding achievements, at the National Emulation Congress of the Education Sector organized by the Ministry of Education and Training, Nghe An was one of four localities to receive the Excellent Emulation Flag in the emulation movement "Innovation and Creativity in Management, Teaching and Learning" for the period 2020-2025. This is not only a well-deserved recognition of the persistent efforts of the entire sector, but also a shared pride of the Party Committee, government and people of Nghe An: affirming its leading position in educational quality.
