The goal of the election process is to select capable, dedicated, and responsible representatives who are able to effectively exercise the decision-making and supervisory role of elected bodies, making practical contributions to the development of the country and each locality. Therefore, the preparation of election personnel in Nghe An province is being carried out with higher demands on quality, ensuring a balance between structure and capacity, between continuity and innovation, and between representation and effective performance.

The election of deputies to the 16th National Assembly and representatives to People's Councils at all levels for the 2026-2031 term is taking place in the context of the country entering a new stage of development. The implementation of the 2025 Law on Organization of Local Government and the operation of a two-tiered local government system, with deeper decentralization and delegation of power to People's Councils at all levels, places higher demands on both elected bodies and individual elected representatives.

Based on that practical need, the Standing Committee of the Nghe An Provincial Party Committee issued Directive No. 01 and Guidance No. 01 on leading elections and personnel work for People's Council representatives at all levels. The overarching requirement was clearly defined as focusing on the quality of candidates, ensuring a balance between structure and capacity, between continuity and innovation, and between representation and operational effectiveness.

A notable new development is the orientation towards expanding and focusing on the structure of the workforce, including intellectuals, scientists and technologists, digital transformation professionals, artists, entrepreneurs, workers, and farmers, in line with the development requirements of the new era. This structure is only meaningful when linked to the quality and actual contribution of the delegates, avoiding formality and the pursuit of "having enough members" but lacking effective performance.

In line with that directive, Dong Hieu commune has systematically and cautiously addressed the issue of personnel for the new term of the People's Council, considering this a crucial step that determines the quality of the elected body's activities under the two-tiered local government system.

Comrade Tran Khanh Son, Secretary of the Party Committee and Chairman of the People's Council of Dong Hieu commune, stated: The Party Committee's consistent viewpoint is to adhere closely to the prescribed number of delegates to build a reasonable structure, ensuring the inclusion of non-Party delegates, female delegates, and delegates from ethnic and religious groups; while also taking into account the representation of former administrative units within the new commune. However, the structure should not be understood as "dividing equally to fill all positions," but must be closely linked to the quality and effectiveness of each delegate's work.

Based on the practical assessment of the 2021-2026 term, the locality focuses on reviewing and evaluating the effectiveness of the current delegates to consider re-electing those with experience, sufficient health, time, and who fully meet the standards; at the same time, boldly nominating capable and reputable officials, civil servants, and people from all walks of life to participate as People's Council delegates for the first time, in order to ensure reasonable continuity and innovation.

For intellectuals, scientists, technologists, and businesspeople, Dong Hieu commune carefully considers their level of commitment to the locality, their ability to genuinely participate in elected activities, and their full attendance at meetings and oversight activities of the People's Council. This is because, in reality, some people may be highly skilled in their fields but lack the conditions or practical experience to deeply participate in the work of local government bodies.

Therefore, personnel work requires a comprehensive approach, valuing candidates who can make substantial contributions, have a deep understanding of the local area, possess expertise, and are dedicated. This approach is also consistent with the guiding principle of General Secretary To Lam: "Strive to elect the required number and structure of delegates, but the quality of delegates must be prioritized."

According to regulations, for the 2026-2031 term, Tan Ky commune will elect 27 People's Council representatives. Based on this number, the local authorities have carefully calculated the structure. In addition to 12 representatives from the Party, People's Council, People's Committee, police, and military agencies, the commune prioritizes including 11 representatives from the Fatherland Front, socio-political organizations of the commune, and representatives from the hamlets, aiming to broaden representation among all strata of the population.

Stemming from practical requirements and a breakthrough orientation for the development of education and training, improving the quality of healthcare for the people, and developing a multi-sector economy, Tan Ky commune has oriented its structure to include four representatives from the fields of education, health, outstanding production and business households, and enterprises. "This structuring, besides stemming from local needs, is also a way to concretize the resolutions of the Party at all levels into practice through the activities of the People's Council – the representative body of state power at the local level," emphasized Comrade Le Van Ngoc, Secretary of the Party Committee and Chairman of the People's Council of Tan Ky commune.

In Dai Dong commune, for the 2026-2031 term, 21 representatives will be elected to the People's Council. Comrade Trinh Van Nha, Secretary of the Party Committee and Chairman of the People's Council of Dai Dong commune, stated: The allocation based on geographical areas was carefully calculated, ensuring representation from various sectors including production and business, women, youth, religion, and intellectuals, to guarantee that the People's Council truly represents the broad unity of the entire nation.

Comrade Nguyen Duc Thanh, Vice Chairman of the Vietnam Fatherland Front Committee of the province, stated: Personnel work plays a crucial role, directly determining the quality of each election of National Assembly and People's Council representatives at all levels. The consultation process for selecting and nominating candidates is of particular importance to the quality of elected representatives. In accordance with legal regulations, the Vietnam Fatherland Front at all levels is playing a core role in organizing consultations, ensuring democracy, transparency, strict adherence to procedures, and correct structure and composition, while consistently prioritizing the quality, prestige, and competence of candidates as the primary criteria. Through this consultation process, the Front contributes to selecting and nominating outstanding individuals with strong political qualities, ethics, intellect, courage, and a sense of responsibility for the people to consider and decide upon through their votes.

Provincial authorities are also stepping up propaganda efforts to ensure that voters and the public study and understand the standards for elected representatives; at the same time, they encourage eligible citizens, if they feel they meet the requirements in terms of character, ability, and prestige, to boldly participate in self-nomination, thereby promoting democracy and expanding the people's right to self-governance in elections. The final decision rests with the voters through their ballots, aiming to select representatives who are truly qualified, capable, dedicated, visionary, and responsible. This activity also contributes to building increasingly effective and efficient elected bodies, meeting the development requirements of the homeland and the country.

Speaking at the National Conference on Election Implementation, General Secretary To Lam emphasized that, in addition to ensuring the appropriate structure, special attention must be paid to selecting individuals with innovative thinking, who dare to think, speak, act, and take responsibility; who possess vision and the capacity to participate in policy-making to create opportunities for local and national development in the new era. This message has profound guiding significance for election personnel work in the current period.

In the context of demanding rapid and sustainable development, and promptly addressing issues arising from grassroots practices, elected representatives cannot simply "listen, record, and report," but must proactively research, propose, critique, and participate in deciding important issues. Political acumen, a sense of responsibility, and the capacity to act for the common good are key criteria that determine the effectiveness of each representative's work.
