According to the case file, around 2021, while visiting Tri Le commune, Que Phong district to buy quartz stones, Luong met a Hmong man (whose identity and address are unknown) and asked for his phone number.

By early 2023, due to unfavorable business conditions and outstanding bank debts, Luong conceived the idea of buying drugs to resell for profit. On February 13, 2023, Luong called a Hmong man to inquire about purchasing two blocks of heroin for 20 million dong.

The next day, Luong took the money and rode his motorbike to the area in Nam Giai commune, Que Phong district, to buy drugs. Upon arrival, Luong parked his motorbike by the roadside and walked to meet the drug dealer. The dealer showed Luong where the drugs were hidden in the bushes and even gave him an extra 5 ecstasy pills.

Luong hid the drugs she had bought in the trouser leg before heading home. However, on her way home, Le Thi Ngoc Luong was arrested by the police along with the evidence: 2 sticks of heroin (equivalent to nearly 78 grams).

At the trial, the defendant admitted to the crime. Luong stated that due to difficult circumstances and bank debts, he came up with the idea of trafficking drugs.

The defendant presented her difficult circumstances, stating that her husband had passed away and she was raising two children alone, in order to request the court to consider mitigating her sentence.

After considering the aggravating and mitigating circumstances, the court sentenced defendant Le Thi Ngoc Luong to 15 years in prison for the crime of illegally trading narcotics.
