(Baonghean.vn) - On the morning of February 2nd, the Provincial People's Committee held a meeting to hear and give opinions on the draft proposal regarding the temporary regulations on decentralizing decision-making authority in the management of public assets under its management in the province. The draft proposal on temporary regulations for decentralizing decision-making authority in the management and use of public assets under the management of local authorities in Nghe An province includes 12 areas of decentralization: Decentralization of authority in the investment and construction of office buildings and other assets serving the activities of agencies, organizations, and units; Decentralization of authority to decide on the procurement of public assets; Maintenance and repair of public assets; Authority to liquidate public assets; Authority to destroy public assets; Authority to approve the starting price for the sale of public assets; Decentralization of authority to transfer public assets; Decentralization of authority to sell public assets; Decentralization of authority to establish state ownership of assets voluntarily transferred by organizations and individuals to the state...

To better decentralize authority over public assets, representatives from agencies, units, and localities contributed additional comments to the draft, such as: For major asset repairs in localities, the allocation should be adjusted based on actual conditions between cities and districts; the level of authority for repairing public assets, including equipment and machinery, needs to be increased.

After listening to the opinions of the members at the meeting, Comrade Le Xuan Dai - Standing Vice Chairman of the Provincial People's Committee - concluded: He requested the Department of Finance to selectively incorporate the opinions to finalize the draft for submission at the upcoming meeting of the Provincial People's Committee, and then to present it to the Provincial People's Council in the first six-month session.
The draft Decision needs to clearly define the scope of regulation, the subjects of application, and the subjects of decentralization; it is also necessary to develop some separate decentralization mechanisms for Vinh City compared to other districts, towns, and cities.
