Hanoi: District Party Secretary removed from all Party positions

The decision of the Standing Committee of the Hanoi Party Committee clearly stated that, in his position as Chairman of the District People's Committee (from 2015 - 2016), Mr. Hoang Manh Phu was irresponsible in causing violations related to 74 bidding packages (41 bidding packages for survey consultancy, preparation of technical economic reports and 33 bidding packages for supervision consultancy) belonging to 57 construction investment projects implemented by Xuan Phuc Construction Investment and Trading Joint Stock Company.

Mr. Phu was also involved in not approving the investment policy for 20/57 projects. During his time as Chairman of the People's Committee of Phuc Tho district, Mr. Phu also directly signed 33 decisions approving the economic and technical reports on investment in construction projects, while the economic and technical reports contained many violations.

In addition, at the end of 2014, Mr. Phu also signed 2 decisions approving the technical and economic reports on construction investment projects, prepared by Xuan Phuc Company, while this company had not yet been granted a "Certificate of Business Registration".

Mr. Phu was also involved in signing the decision to approve the investment policy and approve the technical economic report of 1 project on the same day; signing the approval of the final settlement of completed projects for 5 projects, violating the principles of contract signing.

The Standing Committee of the Hanoi Party Committee believes that Mr. Hoang Manh Phu's shortcomings and violations are serious, causing bad public opinion among cadres, party members and people, reducing the prestige of the local Party Committee, government and even Mr. Phu himself.

With a series of violations above, the Standing Committee of the Hanoi Party Committee decided to discipline Mr. Hoang Manh Phu - Secretary of the District Party Committee, Chairman of the People's Council of Phuc Tho District (former Chairman of the People's Committee of Phuc Tho District) by "Removal from all positions in the Party".

In addition, the Standing Committee of the Hanoi Party Committee also issued a disciplinary decision against a number of other individuals: Mr.Mr. Nguyen Huy Phuc, member of the District Party Committee, Head of the Finance and Planning Department of Phuc Tho District. Mr. Phuc committed serious violations and was primarily responsible for incorrect and incomplete advice, violating legal regulations, leading to shortcomings and violations by the District People's Committee, negatively affecting the reputation of the Party Organization, local government and Mr. Phuc himself. The Standing Committee of the City Party Committee decided to discipline Mr. Nguyen Huy Phuc by removing him from all positions in the Party.

Mr. Doan Trung Tuan, Deputy Secretary of the District Party Committee, Chairman of the District People's Committee (from October 2016 to present), has shortcomings and lack of responsibility in improperly and incompletely implementing regulations for a number of construction investment projects in the district. The City Party Committee's Inspection Committee decided to discipline him with a reprimand.

Mr. Nguyen Viet Lien, member of the Standing Committee of the District Party Committee, Vice Chairman of the District People's Committee, had shortcomings, lack of responsibility, improper and incomplete implementation of regulations for a number of construction investment projects; lack of inspection, failure to detect subordinates assigned to be in charge of violating regulations.
