Hanoi: District Party Secretary stripped of all Party positions.
The Standing Committee of the Hanoi City Party Committee has decided to dismiss the Secretary of the District Party Committee and Chairman of the District People's Council of Phuc Tho District from all his positions within the Party.
The decision of the Standing Committee of the Hanoi City Party Committee clearly states that, in his capacity as Chairman of the District People's Committee (from 2015 - 2016), Mr. Hoang Manh Phu lacked responsibility, leading to violations related to 74 bidding packages (41 packages for consulting on surveys and preparing economic and technical reports, and 33 packages for consulting on supervision) belonging to 57 construction investment projects implemented by Xuan Phuc Construction Investment and Trading Consulting Joint Stock Company.

Mr. Phu was also involved in the failure to approve investment policies for 20 out of 57 construction projects. During his time as Chairman of the People's Committee of Phuc Tho District, Mr. Phu also directly signed 33 decisions approving economic and technical reports for construction projects, even though these reports contained numerous irregularities.
Furthermore, at the end of 2014, Mr. Phu also signed two decisions approving the economic and technical reports for construction investment projects, prepared by Xuan Phuc Company, even though this company had not yet been granted a "Certificate of Business Registration".
Mr. Phu was also involved in signing decisions approving the investment policy and approving the economic and technical report of one project on the same day; and signing approvals for the final settlement of completed projects for five projects, violating the principles of contract signing.
The Standing Committee of the Hanoi City Party Committee believes that Mr. Hoang Manh Phu's shortcomings and violations are serious, causing negative public opinion among cadres, Party members, and the people, diminishing the prestige of the Party committee, the local government, and even Mr. Phu himself.
With a series of violations, the Standing Committee of the Hanoi City Party Committee decided to discipline Mr. Hoang Manh Phu - Secretary of the District Party Committee and Chairman of the District People's Council of Phuc Tho District (formerly Chairman of the Phuc Tho District People's Committee) with the form of "Dismissal from all positions in the Party".
In addition, the Standing Committee of the Hanoi City Party Committee also issued disciplinary decisions against several other individuals, including: Mr.Mr. Nguyen Huy Phuc, District Party Committee member and Head of the Finance and Planning Department of Phuc Tho District, committed serious violations and bears primary responsibility for providing incorrect and incomplete advice, violating legal regulations, leading to shortcomings and violations by the District People's Committee, and negatively impacting the reputation of the Party organization, local government, and Mr. Phuc himself. The Standing Committee of the City Party Committee decided to discipline Mr. Nguyen Huy Phuc by dismissing him from all his positions in the Party.
Mr. Doan Trung Tuan, Deputy Secretary of the District Party Committee and Chairman of the District People's Committee (from October 2016 to present), has shortcomings and a lack of responsibility in failing to properly and fully implement regulations regarding several construction investment projects in the district. The City Party Committee's Inspection Committee decided to discipline him with a reprimand.
Mr. Nguyen Viet Lien, Standing Committee Member of the District Party Committee and Vice Chairman of the District People's Committee, has shortcomings and a lack of responsibility, failing to properly and fully implement regulations regarding several construction investment projects; he also lacked oversight and failed to detect subordinates assigned to him who violated regulations. The City Party Committee's Inspection Committee decided to discipline him with a reprimand.
