Hacking the Facebook accounts of migrant workers to scam hundreds of millions of dong.
Hoang and Luat joined Vietnamese community groups working in Japan, searching for Facebook accounts of strangers, then hacking those accounts and impersonating the account owners to scam and steal money.
The Criminal Police Department of Nam Dinh Provincial Police announced that it has issued a decision to initiate criminal proceedings and indict two individuals residing in Trieu Thuong commune, Trieu Phong district, Quang Tri province: Le Huu Hoang, 22 years old, and Bui Quang Luat, 20 years old, for the crime of [the crime]."Using computer networks, telecommunication networks, and electronic means to commit acts of property appropriation."

Le Huu Hoang and Bui Quang Luat frequently participated in Vietnamese community groups working in Japan, seeking out Facebook accounts of strangers. They would then hack these accounts, impersonate the account owners, and message their relatives and friends to scam them out of their money.
By hacking users' Facebook accounts, these individuals have defrauded and stolen hundreds of millions of Vietnamese dong.
According to the records, from March 2018 to June 2018, Le Huu Hoang and Bui Quang Luat hacked the Facebook accounts of two people in Nam Dinh province, stealing a total of 103 million VND. They converted the stolen money into virtual currency to play games.
Upon receiving the report, the Criminal Police Department of Nam Dinh Provincial Police quickly launched an investigation, verified the information, and arrested Le Huu Hoang and Bui Quang Luat to clarify their actions of using computer networks and telecommunications networks to defraud and appropriate property.
The Criminal Investigation Department of the Nam Dinh Provincial Police is currently continuing to investigate and expand the case.
