According to the investigation results, Vien used to be a motorbike taxi driver and was hired by some acquaintances to illegally transport drugs. Seeing that smuggling contraband was profitable, he set up his own drug ring.

To be with his younger brother, Tuyen stopped trading agricultural products from Vietnam to China to run nearly two dozen "henchmen" who traded heroin. This group continuously smuggled large quantities of contraband from the Northwest to the border area of Lang Son province to deliver to Chinese partners.

On December 4, 2014, in Cao Phong district (Hoa Binh), police caught two of Tuyen's henchmen illegally transporting 45 heroin cakes.

Expanding the case, the investigation agency clarified that 19 people were involved in this drug ring. After 22 successful transactions, Chu Dinh Tuyen and his accomplices had consumed 799 heroin cakes.

Working with the authorities, the defendants confessed that they had gone to Son La and Hoa Binh many times to buy drugs for 150 million VND/cake. When they brought the drugs back to the Vietnam-China border, they resold them to foreign partners for 55,000 Yuan, equivalent to 200 million VND/cake.
