Faced with the above reality, people in communes and wards in Thai Hoa town and Nghia Dan district extracted camera footage and discovered that the subjects performing the act consisted of 2-3 people, wearing masks, moving by motorbike to areas with stone benches, walls, using spray paint cans, and sticky notes to perform the act. The time the subjects performed this act was from 1-4 am, when there were no people passing by to avoid being detected.
