A large number of mobile subscribers had their outgoing calls blocked due to incomplete information verification.
Since the beginning of May, mobile network operators have implemented a one-way SIM blocking measure for subscribers who have not updated their biometric data or whose information does not match the National Population Database.
Many mobile phone users in Vietnam are facing the situation of having their outgoing calls blocked due to incomplete personal verification. This is a drastic measure taken by network operators to implement new regulations on subscriber management, aiming to clean up telecommunications data and minimize the problem of unregistered SIM cards.
New legal basis and authentication requirements
SIM card blocking is implemented based on the latest legal documents. Specifically, Circular 08 of the Ministry of Science and Technology, effective from April 15th, has made VNeID an important tool for people to check and verify the phone numbers registered in their names. Furthermore, Decree 163 of 2024 clearly stipulates that all subscribers must provide complete information including: personal identification number, full name, date of birth, and a biometric facial image.
Notably, all of this data must perfectly match the National Population Database. According to a report from the Telecommunications Department, by the end of April, approximately 900,000 phone numbers had been identified as not belonging to the registered owners within just two weeks of the review process.
These groups require immediate verification.
To avoid communication disruptions, users need to check if they belong to any of the following groups:
- People are registering their subscriber information using the old 9-digit National Identity Card.
- Users can register for a SIM card using their passport or other specific documents issued by the police or military.
- The individual is using a SIM card registered under someone else's name (a SIM card not registered in their name).
- Users received notification messages from their carriers but have not updated within 15 days.

Procedure for handling outgoing call blocking
For cases where a one-way blocking measure has been applied, the network provider will send a notification requesting re-verification within 5 days before proceeding with further technical processing. To restore service, users have two main methods:
- Do it online:Use the official mobile application of your mobile network operator (such as My Viettel, My VNPT, My Mobifone) to upload a photo of your identification document and perform a biometric facial scan.
- Perform this directly:Subscribers should bring their identification documents (chip-embedded citizen ID card) to the network provider's transaction stores so that staff can assist in updating their data.
After the information is successfully updated and verified with the national database, telecommunication services will be restored immediately. Network operators advise users to proactively check their subscription status by sending the message TTTB to 1414 to avoid sudden service disruptions that could affect their work.
