Hundreds of makeshift "tiger cages" hang precariously over apartment buildings in Vinh City.
(Baonghean.vn) - It was thought that illegal extensions only occurred in old apartment buildings, but on some high-rise buildings in Vinh City today, the installation of "tiger cages" to illegally occupy space is quite widespread, detracting from urban aesthetics and posing a safety risk to the space below.
