70-year journey of the Quy Chau District Party Committee in the Western region of Nghe An

(Baonghean) - On July 5, 1947, Hoang Van Thu Party Cell was established, the first party cell in Quy Chau district. From 4 party members in the beginning, after 70 years, Quy Chau district Party Cell has 3,870 party members, operating in 41 grassroots party organizations, of which 234 party cells are directly under the grassroots party committee.

On this occasion, comrade Lang Van Chien - Member of the Provincial Party Committee, Secretary of Quy Chau District Party Committee gave an interview to Nghe An Newspaper.

PV:Can you outline some basic features of the 70-year journey of formation and development of the Quy Chau District Party Committee?

Comrade Lang Van Chien:In December 1946, the national resistance war broke out, the people of the whole country entered the fight against the second invasion war of French colonialism. To meet the revolutionary leadership process, the urgent requirement was the need to have a Party organization. In the context of the development of the resistance war, based on the consideration of the necessary conditions for the birth of a communist organization in Quy Chau, on July 5, 1947, at the family temple of Mrs. Huong An, Tan Lac hamlet, Hoang Van Thu Party Cell was established with 4 comrades. Hoang Van Thu Party Cell was the first party base of the Indochinese Communist Party in Quy Chau district.

Through many congresses, under the leadership of the Party, the people of all ethnic groups in Quy Chau enthusiastically participated in the resistance war against French colonialism and American imperialism, contributing to the overall victory of the nation. During the two resistance wars against French colonialism and American imperialism, Quy Chau district had nearly 4,454 people who contributed to the revolution, including 270 martyrs, 180 wounded and sick soldiers, 1 group was awarded the title of Hero of the People's Armed Forces, 12 mothers were awarded and posthumously awarded the title of Heroic Vietnamese Mothers, hundreds of officers and soldiers of the district's armed forces were awarded noble medals and titles by the Party and the State.

Since its inception as the Hoang Van Thu Party Cell, the Quy Chau District Party Committee has grown stronger and stronger. With only 4 initial party members, after 70 years, the Quy Chau District Party Committee has had 3,870 party members, operating in 41 grassroots party organizations, including 234 party cells directly under the grassroots party committee. The Party Committee has always cared about building the Party in terms of ideology and organization. In each historical period, the Party Committee has always correctly identified its political tasks, cared about training and cultivating ethics, qualities, improving the level of understanding and leadership capacity of each party member. Making party members always the red thread connecting the Party with the masses, the grassroots party organizations are the nucleus of comprehensive leadership in implementing the Party Committee's political tasks.

PV:In the process of building and protecting the homeland and country, the Party Committee, government and people of Quy Chau district have achieved many achievements in many aspects; how would you review the recent results, specifically in the 2010-2015 term, comrade?

Comrade Lang Van Chien:With the investment attention of the Government and the province through policies and mechanisms, with the leadership and direction of the Provincial Party Committee, the Provincial People's Committee and the support of sectors and levels, the Party Committee and people of all ethnic groups in Quy Chau district have united, strived, and created strong breakthroughs in all fields of economy - society, national defense - security...

In particular, most recently in the 2010 - 2015 term, under the leadership of the District Party Committee, the efforts of the political system and the entire population, Quy Chau has made many remarkable strides. The average economic growth rate reached 9.5%. The average income per capita increased from 9.4 million VND in 2010 to 19.2 million VND/year in 2015. The economic structure shifted in a positive direction: The proportion of agriculture, forestry and fishery decreased from 46% in 2010 to 36.38%; industry and construction increased from 16.35% to 19.46%, services increased from 37.65% to 44.16% in 2015; budget revenue increased from 5.75 billion VND to 21 billion VND, reaching 133.7% of the target set by the District Party Congress for the 2010 - 2015 term.

Specifically, the agricultural economy has shifted towards gradually reducing the proportion of crop cultivation and increasing the proportion of livestock and aquaculture. A number of concentrated production areas have been formed, such as: high-quality rice in Chau Tien and Chau Binh communes with 900 hectares; acacia trees in Chau Binh and Chau Hoi communes with more than 5,000 hectares; sugarcane in Chau Binh, Chau Hoi and Chau Hanh communes with 1,246 hectares and aromatic trees in Chau Hanh town and commune... The district has successfully built two large-scale field models in Chau Binh and Chau Tien communes and put into testing a number of new high-yield rice varieties. Forestry has had a fairly good growth rate, with new concentrated forests and post-harvest forests planted on more than 5,325 hectares, reaching 6,725 hectares in the 2011-2015 period, increasing forest cover to 78%.

Industry, handicrafts and construction continued to grow. Some handicrafts and industrial products increased sharply such as: incense, brocade weaving, forest product processing, hydroelectric output reached about 90 million kWh; some other products such as: construction stone, sand, gravel and bricks were produced and developed stably. The whole district has 7 craft villages, 2 villages have incense production, regularly attracting nearly 500 workers with an income of about 35 million VND/person/year. The infrastructure system continued to be focused on investment and construction, capital mobilization was directed with attention and achieved positive results, contributing to socio-economic development, the appearance of urban and rural areas was increasingly renewed. Trade and services grew quite well. The production value of trade and services reached 521.47 billion VND. The market system was invested in and built. By the end of 2015, the total number of markets built in the area was 4, reaching 100% of the 5-year plan. The movement to build new rural areas was actively responded to by the people. Of the total budget for building new rural areas in the past term, it reached 566,584.6 million VND, with the people contributing 20,832.6 million VND. Up to now, 1 commune has met 16 criteria, 1 commune has met 15 criteria, 3 communes have met 11-13 criteria...

Culture and society have made much progress. The quality of education and training has been improved. Up to now, 31/37 schools have met national standards. Attention has been paid to medical examination and treatment and health care for the people. The work of job creation, hunger eradication, poverty reduction, policies for people with meritorious services, social security policies, etc. has been well implemented; military posture in the district defense area has been built; the military rear policy has been well implemented, the military recruitment target has been fulfilled, and the reserve force has been well managed. The fight against crime and social evils has been strengthened; political security and social order and safety have been ensured. The work of building the Party and the political system has been promoted, gradually improving the quality of grassroots party organizations; the work of planning, training, fostering, transferring and promoting cadres has been well implemented.

PV:To achieve the above results, the leadership role of Party committees at all levels in the area is very important. Could you tell us about the highlights of Party building work in the past term?

Comrade Lang Van Chien:From identifying the leadership role of Party committees at all levels in the area as very important, in the past term, the district has focused on doing well the work of political and ideological education, improving the qualities and revolutionary ethics of cadres and party members; building clean and strong grassroots party organizations, taking care of consolidating weak party bases, strengthening inspection and supervision work; promoting collective strength, while promoting individual responsibility, especially the heads of Party committees, authorities, agencies and units. At the same time, Party committees at all levels have seriously implemented Directive 03-CT/TW, dated May 14, 2011 of the Politburo on "Continuing to promote studying and following the moral example of Ho Chi Minh" in conjunction with the implementation of Resolution of the 4th Central Committee, Session XI on "Some urgent issues on Party building at present", creating positive changes in the awareness and actions of cadres and party members, especially leaders at all levels. There are many practical and effective movements, models and examples of studying and following Uncle Ho in various fields; proactively developing work plans and programs, specifying implementation suitable for each Party Committee, Party cell, agency and unit.

PV:Dear comrade, to help Quy Chau soon escape from poverty by 2020 is the goal set by the District Party Congress for the 2015-2020 term; so what are the directions and solutions proposed?

Comrade Lang Van Chien: With the goal of improving the leadership capacity and fighting strength of the Party Committee, strengthening solidarity within the Party, consensus among the people, mobilizing and effectively using resources, promoting the advantages of the locality to help Quy Chau district escape poverty by 2020, the locality clearly identifies the development orientation as: Promoting the economic restructuring towards the development of agriculture, forestry, small-scale industry and services, contributing to rapid and sustainable development; promoting the implementation of the National Target Program on New Rural Construction; preserving and promoting the identity of traditional national cultural values; firmly ensuring national defense - security and social order and safety; doing a good job of Party building, continuing to consolidate and improve the quality of the staff; building the Party Committee, government, Fatherland Front and people's organizations increasingly strong.

Accordingly, the development solution of Quy Chau is: Promoting internal strength combined with maximizing the exploitation of external resources. Promoting the application of scientific and technological advances in production and business; handling well the relationships in development: Economic development combined with environmental protection; economic development combined with taking care of social issues; socio-economic development combined with ensuring social stability, maintaining national defense and security.
