District People's Councils open their year-end sessions.

(Baonghean.vn) - On the morning of December 21st, the People's Councils of Hung Nguyen, Quynh Luu, Thanh Chuong, and Nghi Loc districts opened their year-end sessions to assess the implementation of socio-economic, national defense, and security tasks in 2017; and to plan and implement tasks for 2018.

Hung Nguyen District People's Council:The meeting focused on evaluating the socio-economic development situation of the district in 2017: economic growth rate reached 8.6%; average per capita income was 34 million VND/year; foreign relations and investment attraction in the area showed many positive signs, with total investment capital increasing by 22% compared to the same period.

At the session, the Hung Nguyen District People's Council discussed solutions for implementing socio-economic development tasks in 2018. Functional departments focused on responding to 12 groups of issues related to voters' recommendations. The session also adopted resolutions on socio-economic development tasks and budget estimates for 2018, adjustments and additions to the Hung Nguyen District land use plan until 2020, and the results of reviewing expired legal documents.

Quynh Luu District People's Council:The session reviewed and discussed reports on the socio-economic situation, national defense and security, and the implementation of the budget revenue and expenditure estimates; reports on crime prevention, social evils control, traffic safety, the implementation of investment and construction projects managed by the district and communes in the area, and the work of receiving citizens and resolving complaints and denunciations in 2017, as well as tasks and solutions for 2018.

In 2017, Quynh Luu ranked first in the entire province in terms of seafood production, estimated at over 74,000 tons.

The session also approved the verification reports of the Economic and Social Committee and the Legal Committee of the District People's Council; the report of the District Fatherland Front Committee on participation in government building and opinions and recommendations to the District People's Council, the District People's Committee and the District People's Council representatives; and the report on the results of resolving voters' requests after the 4th session of the 19th District People's Council.
The Quỳnh Lưu District People's Council will consider and discuss six proposals from the District People's Council and People's Committee. Based on these, the District People's Council will consider and approve seven draft resolutions to decide on mechanisms and policies within the authority of the District People's Council related to budget revenue and expenditure, adjustment of land use planning until 2020, etc.

Thanh Nhàn - Hồng Diện

Thanh Chuong District People's Council:The session reviewed the implementation of the 2017 state plan and set out directions and tasks for 2018.

Despite facing many difficulties in 2017, Thanh Chuong district still achieved many successes. The economy continued to grow at a fairly good rate; the annual growth rate reached 7.5%; budget revenue exceeded the set plan, estimated at over 92 billion VND for the whole year, reaching over 117% of the provincial budget target.

The meeting set the following targets for 2018: an economic growth rate of 9.20%; per capita income of 35.5 million VND/year; state budget revenue in the area exceeding 94 billion VND; two more communes achieving new rural standards; total social development investment in the area ranging from 2,000 to 2,200 billion VND; four more schools achieving national standards; the percentage of cultured families reaching 84.4%; and a 3% reduction in poverty compared to 2017. To achieve these targets, the meeting outlined tasks to be implemented seriously and comprehensively in the coming period, starting with preparing well for the 2018 winter-spring crop production.

Nghi Loc District People's Council:The session reviewed, discussed, and approved 21 reports, 6 submissions, and 6 resolutions, including several important resolutions such as: on socio-economic development in 2018, mechanisms to support socio-economic development in 2018; public investment plan and adjustment of land use planning until 2020.

Through voter recommendations and oversight by the Standing Committee of the People's Council and relevant departments, localities have promptly addressed 81 outstanding issues raised during the questioning session at the 4th session.

At the session, the Nghi Loc District People's Council allocated sufficient time for the question-and-answer session, focusing on resolving issues of concern to voters such as: production planning, responding to climate change, restructuring crop patterns, and the supply and trade of fertilizers and pesticides;

Issues related to land use right certificates, environmental pollution, the implementation of housing support policies for people with meritorious services to the revolution; crime and social evils have become increasingly complex in recent times, with theft, gambling, and methamphetamine use showing an upward trend...
