(Baonghean) - Although it does not have the function of handling complaints and denunciations from citizens, through innovating the work of receiving citizens and gathering information to urge competent authorities to resolve issues, the Standing Committee of the Vinh City People's Council has built a close relationship and created trust among the people.

Arising from numerous unresolved issues raised and petitioned by voters, the Standing Committee of the Vinh City People's Council has focused on receiving citizens, gathering information, and handling complaints and denunciations through various means.

Monthly, the Standing Committee of the City People's Council develops a plan and assigns specific tasks to each City People's Council representative to participate in citizen reception sessions with the City Citizen Reception Board. Accordingly, each month, all 34 representatives of the Provincial People's Council participate in citizen reception sessions. In some months, due to work requirements, some representatives are unable to participate, so some representatives must substitute for them 2-3 times a month. At the end of each week, the issues collected during the citizen reception sessions are compiled for the Standing Committee of the City People's Council to review and handle. In addition, on the 10th and 20th of each month, the Standing Committee of the City People's Council also participates with the leaders of the City People's Committee in citizen reception sessions as stipulated by law.

In addition to the two aforementioned methods of receiving citizens, from the head of the City People's Council, the Chairman, to each member of the City People's Council, they also directly receive citizens via telephone, text messages, at their residences, and at their private homes...

Comrade Nguyen Hong Minh, Chairman of the Vinh City People's Council, said: "Maintaining citizen reception at home, regardless of whether it's on holidays, during lunch breaks, or in the evening, I find it very effective. Because through these methods, both sides can exchange views frankly; what we explain is also more easily understood by the people."

Identify priorities and expedite their resolution.

According to reports from specialized departments of the Vinh City People's Committee, the annual rate of resolving complaints and denunciations in Vinh City reaches approximately 90%. However, in reality, only 40% of citizens' complaints are thoroughly resolved. The main reason is that some specialized departments of the City People's Committee are negligent and irresponsible in handling citizens' complaints and denunciations. Partly, this is due to citizens' demands exceeding the authority and regulations, making them difficult to fulfill.

Based on practical experience, and within its functions, the Standing Committee of the Vinh City People's Council has selected long-standing cases related to resolving entitlements and policies for meritorious individuals and those in difficult circumstances to intervene in. The approach of the City People's Council is to review the cases, then directly investigate the situation through meetings with the Standing Committees of the People's Councils of communes and wards; subsequently, they go to the local areas and directly meet with the affected individuals to conduct on-site inspections and surveys. They pursue the matter to the end, identifying the difficulties, obstacles, and specific responsibilities of each organization and individual.

By doing so, the Standing Committee of the City People's Council has recently expedited the resolution of many long-standing cases. For example, the case of Ms. Bui Thi Mai (88 years old), the wife of a fallen soldier, residing in Quang Tien block, Vinh Tan ward, applying for land to build a house, has been pending for 7 years. The reason for the delay stems from a policy of the Standing Committee of the City Party Committee that prioritizes land allocation for policy beneficiaries who registered their household or transferred land before 2005. Therefore, according to the policy of the Standing Committee of the City Party Committee, Ms. Mai's application for land allocation based on valuation does not fall under the eligible category. However, upon investigation, it was found that on the more than 80 m2 of residential land that Ms. Mai transferred to her son, Mr. Trinh Bang Hanh, seven people currently live in a small, cramped house. The Standing Committee of the City People's Council has recommended to the Standing Committee of the Vinh City Party Committee to direct the City People's Committee to resolve the land allocation issue for Ms. Bui Thi Mai.

In 2015, the People's Committee of Vinh City issued decisions to grant land allocations to 47 out of 120 policy beneficiaries without auction, including two additional cases who received land allocation decisions at the same time as Ms. Bui Thi Mai: Mr. Ton That Khang, Block 11, Ben Thuy Ward, and Mr. Ngo Gia Thach, Block 8, Truong Thi Ward.

Besides focusing on resolving the petitions and proposals of policy beneficiaries and vulnerable groups in society, the Standing Committee of the City People's Council has also pursued, supervised, and urged various sectors and levels to effectively resolve many issues in the socio-economic fields.

According to Nguyen Trung Nghia, Secretary of the Vinh Tan Ward Party Committee: In recent times, many issues raised and suggested by voters in Vinh Tan Ward have been addressed and resolved by the City People's Council, which has urged relevant levels and sectors to take action. For example, the City People's Committee has commenced construction of the Vinh River embankment road, a section of over 2 km passing through the ward; started construction of Vinh Tan Primary School at a new location with a total investment of 8.5 billion VND; included in the medium-term investment plan two cultural centers in Vinh My and Yen Cu blocks; and has a plan to build a new police station for the ward...

Chairman of the City People's Council, Nguyen Hong Minh, stated: "The more attention is paid to receiving citizens, the more effective the work of state agencies in general and elected bodies in particular becomes. A serious review, conducted through monitoring and supervision, shows that approximately 70-80% of the work pursued by the City People's Council has been resolved. In the coming time, the Standing Committee of the City People's Council will continue to further enhance its responsibility in receiving citizens and resolving complaints and denunciations, aiming to strengthen the relationship and build trust among the people towards elected bodies."
