The Provincial People's Council is expected to question the process of granting construction permits.
(Baonghean.vn) -On the morning of November 24th, the Standing Committee of the Provincial People's Council held its regular meeting to review preparations for the 3rd session, implement key tasks for December 2016, and discuss the program and content of specialized supervision for 2017.
Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - presided over the meeting.
Members of the Provincial Party Standing Committee included: Cao Thi Hien - Vice Chairwoman of the Provincial People's Council; Le Xuan Dai - Standing Vice Chairman of the Provincial People's Committee; Ho Phuc Hop - Head of the Provincial Party Propaganda Department, Head of the Culture and Social Affairs Committee of the Provincial People's Council; Hoang Viet Duong - Vice Chairman of the Provincial People's Council; representatives from the Provincial National Assembly Delegation, the Provincial Fatherland Front Committee and several provincial departments.

At the meeting, many delegates expressed concern about the slow preparation of reports, submissions, and draft resolutions by the Provincial People's Committee and specialized agencies for submission to the Standing Committee and the Committees of the Provincial People's Council for review.
According to Nguyen Thi Anh Hoa, Deputy Chief of the Provincial People's Council Office, there are currently 13 reports and draft resolutions that have not yet been submitted, affecting the progress, quality, and effectiveness of the review by the Standing Committee and the Committees of the Provincial People's Council.
Meanwhile, Ms. Thai Thi An Chung, Deputy Head of the Legal Affairs Committee of the Provincial People's Council, suggested that the Provincial People's Committee should review and compile a list of issues requiring resolution issuance in 2017 to enable the Provincial People's Council to proactively issue timely and high-quality mechanisms and policies, thereby creating momentum for development.
Comrade Cao Thi Hien stated that although the task of receiving citizens by People's Council representatives in districts, cities, and towns is assigned, it has not been carried out seriously and has not fully demonstrated the responsibility of the representatives.

During the discussion on the questions and answers at this 3rd session, many pressing issues and concerns raised by voters were proposed by delegates to be included in the questioning program. Three topics are expected to be questioned: Inadequacies in planning, licensing, and managing the construction of high-rise buildings and apartment complexes in the province; Inadequacies in the implementation of the new school model (VNEN) and the socialization of education in schools; and the situation of outstanding social insurance contributions and overspending of the health insurance fund.
Also at the meeting, the Standing Committee of the Provincial People's Council discussed the program and content of supervision by the Standing Committee and the Committees of the Provincial People's Council in 2017. Accordingly, the supervision will focus on 13 thematic areas: Notably, the situation of implementing urban projects in the province; compliance with legal regulations by some basic construction projects using state budget funds in the province; and the resolution of voters' petitions by competent agencies...

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized: The main task in December 2016 is to focus on preparing and successfully organizing the 3rd session of the 17th Provincial People's Council; therefore, he requested the Provincial People's Council to closely coordinate with the Provincial People's Committee and the Provincial Fatherland Front Committee to review and urge the implementation of the required contents, ensuring the correct progress and quality; paying attention to organizing the session in a rigorous, scientific manner, ensuring compliance with the law.
The Chairman of the Provincial People's Council also requested the Provincial People's Committee to coordinate with the Provincial People's Council to focus on reviewing and finalizing the draft resolutions.
Comrade Nguyen Xuan Son also noted that the issuance of resolutions under the authority of the Provincial People's Council still includes many contents that are outside the program. Therefore, he suggested that the Provincial People's Committee needs to be more proactive in this matter.
Regarding the handling of citizen complaints by provincial People's Council representatives, the Chairman of the Provincial People's Council emphasized: "This is a requirement of the law, a duty and responsibility of provincial People's Council representatives; if representatives do not seriously comply, the Standing Committee of the Provincial People's Council will send a reminder letter."
