(Baonghean.vn) - This was emphasized by Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and Chairman of the Provincial People's Council - at the regular December 2021 meeting of the Standing Committee of the Provincial People's Council on the afternoon of December 27.
Also attending were Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, along with leaders of the Committees of the Provincial People's Council.

The Standing Committee of the Provincial People's Council listened to and commented on the draft report evaluating the results of the 4th Session of the 18th Provincial People's Council, term 2021-2026, which took place from December 7th to December 9th, 2021 (2.5 days) in Vinh City.
Accordingly, the session proceeded in accordance with the established procedures, content, and agenda; the management was scientific and flexible, ensuring the program's duration, especially the discussion sessions in the assembly hall, the question-and-answer sessions; the reports presented in the assembly hall were comprehensive; and the session's secretarial work was carried out meticulously.
At this session, the Provincial People's Council considered and approved 39 draft resolutions, including 2 resolutions on personnel matters.

During the meeting, in addition to evaluating the quality and activities of the session, the delegates exchanged and discussed issues surrounding improving the quality of content preparation and organization of provincial People's Council sessions, as well as addressing voters' requests.
Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi suggested that after each session, solutions should be found to ensure that resolutions are implemented promptly. At the same time, departments and agencies should closely monitor and address issues of concern to voters, especially those raised in questioning sessions, and ensure positive progress in the responses to those questions.

The Standing Vice Chairman of the Provincial People's Council, Nguyen Nam Dinh, also stated that the Standing Committee, the Committees of the Provincial People's Council, and the Provincial People's Committee should continue to coordinate to prepare the contents of the Provincial People's Council sessions early and in advance, especially those of a regular nature; and requested the Provincial People's Committee to consider coordinating so that the Committees of the Provincial People's Council can participate from the survey process to prepare for the drafting of resolutions.
In particular, during the meeting, many opinions were raised regarding improving the quality and effectiveness of addressing and responding to voters' petitions. Accordingly, the Standing Committee of the Provincial People's Council agreed on the need to accurately understand and resolve the petitions of voters and the people; especially, the responses should be specific to each voter who provided feedback, according to the address provided.
In addition, some discussions suggested piloting voter outreach programs targeting specific groups such as businesspeople, workers, and laborers to gain a more comprehensive understanding of the issue.

Speaking at the meeting, Chairman of the Nghe An Provincial People's Committee Nguyen Duc Trung shared that although the agenda of the 4th Session of the Provincial People's Council was extensive, its implementation was very reasonable and innovative. Coordination between the Provincial People's Council Committees and relevant departments and agencies in reviewing reports and draft resolutions was more proactive.
On this occasion, the Chairman of the Provincial People's Committee expressed his gratitude to the Standing Committee of the Provincial People's Council and the Committees of the Provincial People's Council for their support in helping the Provincial People's Committee complete its assigned tasks.
The head of the Provincial People's Committee also emphasized the view that all resolutions passed by the Provincial People's Council will be directed by the Provincial People's Committee for timely, rapid, and early implementation.
Regarding the resolution of voters' petitions, Chairman of the Provincial People's Committee Nguyen Duc Trung agreed with the Standing Committee of the Provincial People's Council's view that these petitions must be compiled and specifically addressed to each voter. Therefore, the Provincial People's Committee will coordinate with the Provincial People's Council's agencies to compile and specifically address the voters' petitions.

Concluding this discussion, the Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Nghe An, Thai Thanh Quy, acknowledged the results of the 4th Session of the 18th Provincial People's Council, highly appreciating the proactive approach in preparing for the session, especially the crucial coordination between the Standing Committee of the Provincial People's Council and the Provincial People's Committee, and between the committees of the Provincial People's Council and the agencies of the Provincial People's Committee.
Based on the practical experience and results of the recent 4th Session of the 18th Provincial People's Council, and to best prepare for future sessions, the Chairman of the Nghe An Provincial People's Council requested that the Standing Committee of the Provincial People's Council and the Provincial People's Committee determine the list of resolutions to be issued at the beginning of the year very carefully, avoiding the situation of adding or removing items from the list. This demonstrates the ability of both the Provincial People's Committee and the Standing Committee of the Provincial People's Council to grasp and comprehensively address issues.
In addition, Comrade Thai Thanh Quy suggested that it is necessary to proactively improve coordination from an early stage in preparing the contents of the session between the Standing Committee of the Provincial People's Council, the committees of the Provincial People's Council and the leaders of the Provincial People's Committee, and the specialized agencies of the Provincial People's Committee, with a constructive, responsible, and sharing spirit for the common goal of development.

Regarding responding to voters' opinions and suggestions, and in agreement with the discussions, the Chairman of the Nghe An Provincial People's Council emphasized the need to closely follow up and inform each citizen who has expressed an opinion; at the same time, to review all voter suggestions to classify them and understand the extent to which each issue has been resolved. To effectively implement this, Mr. Thai Thanh Quy requested the thorough application of information technology.
Comrade Thai Thanh Quy emphasized: The Provincial People's Council must be deeply concerned, thoughtful, and attentive; coordinating and working closely with the Provincial People's Committee to thoroughly resolve the voters' requests. Therefore, it is necessary to develop a plan by the Standing Committee of the Provincial People's Council to improve the quality of voter outreach; and to respond to feedback, opinions, and requests from voters in Nghe An province.
The Chairman of the Provincial People's Council also emphasized the need to promptly implement resolutions passed at the Provincial People's Council sessions. Specifically, the Provincial People's Council must issue a resolution within five working days of the end of each session.
During the meeting, the Standing Committee of the Provincial People's Council also gave opinions on the results of activities in December 2021 and the tasks for January 2022; and listened to and gave opinions on some key contents of the Standing Committee of the Provincial People's Council in 2022.
Regarding tasks for January 2022, the Chairman of the Provincial People's Council requested that the summary work be completed before January 15, 2022, in accordance with Directive No. 11 of the Central Party Secretariat, so that focus can then be placed on implementing tasks for 2022.
In unifying the key tasks of the Standing Committee of the Provincial People's Council in 2022, Comrade Thai Thanh Quy proposed the need to "Develop a plan to improve the quality and effectiveness of the Provincial People's Council's activities for the 2021-2026 term," ensuring quality and submitting it to the Provincial Party Standing Committee within the prescribed time; and simultaneously develop a plan for the Standing Committee of the Provincial People's Council to improve the quality of voter outreach; and respond to feedback, opinions, and recommendations from voters in Nghe An province.
The Chairman of the Provincial People's Council emphasized: 2022 is the year the province has chosen digital transformation as its theme. Therefore, the Provincial People's Council needs to develop a digital transformation plan with a pioneering spirit in implementing this content.
